To comply with North Carolina statutes, there is a "single storm water system in Mecklenburg County." That system is operated by Charlotte-Mecklenburg Storm Water Services.
However, Charlotte-Mecklenburg Storm Water Services is not a single department.
- About 55% of the staff works for the City of Charlotte.
- About 45% of the Storm Water Services employees work for Mecklenburg County.
City staff of Charlotte-Mecklenburg Storm Water Services work for the City's Engineering & Property Management department. County Storm Water employees work for the Land Use & Environmental Services Agency.

The City of Charlotte, Mecklenburg County and the Towns of Davidson, Cornelius, Huntersville, Matthews, Mint Hill and Pineville work cooperatively to provide comprehensive storm water services. Interlocal Agreements establish the roles and responsibilities of each local government entity.

which is made up of nine citizens appointed by the City Council, County Commission, and Town Commissions.
