Storm Water Fees

​​​The Storm Water fee is made up of three components: (1) a fee set by Mecklenburg County to address drainage improvements and water quality needs of named creeks and the regulated floodplain; (2) a fee set by each municipality to address drainage improvements and water quality needs of unnamed tributaries, channels, pipes, catch basins and culverts; and (3) a billing processing fee.

The City of Charlotte and the Town of Pineville approved changes to the municipal component of the Storm Water fee for fiscal year 2016 and the Mecklenburg Board of County Commissioners adopted the changes on June 16, 2015. 

Current Storm Water fees effective July 1, 2015:

Tier sizes (detached single-family residential):

  • Tier I: 0 to 1,999 square feet of impervious surface
  • Tier II: 2,000 to 2,999 square feet of impervious surface
  • Tier III: 3,000 to 4,999 square feet of impervious surface
  • Tier IV: 5,000 or more square feet of impervious surface

City of Charlotte:

  • Tier I Residential: $7.14 per month
  • Tier II Residential: $10.18 per month
  • Tier III Residential: $14.62* per month
  • Tier IV Residential: $23.72* per month
  • All Others: $164.58* per month per acre of impervious surface

*Fee changes effective July 1, 2015
(Figures above are based on a billing cycle of 30 days. The actual monthly fee will vary depending on the number of days in the billing cycle.)

Pineville:

  • Tier I Residential: $3.03* per month
  • Tier II Residential: $4.09* per month
  • Tier III Residential: $5.49* per month
  • Tier IV Residential: $9.13* per month
  • All Others: $58.31* per month per acre of impervious surface

Davidson:

  • Tier I Residential: $16.03 (billed twice a year)
  • Tier II Residential: $23.71 (billed twice a year)
  • Tier III Residential: $33.49 (billed twice a year)
  • Tier IV Residential: $62.53 (billed twice a year)
  • All Others: $64.35 per month per acre of impervious surface

(Residential customers in Davidson are billed for Storm Water Services once every six months. Commercial customers in Davidson are billed for Storm Water Services monthly.

Cornelius, Huntersville, Matthews, and Mint Hill​

  • ​Tier I Residential: $3.04 per month
  • Tier II Residential: $4.17 per month
  • Tier III Residential: $4.70 per month
  • Tier IV Residential: $5.93 per month
  • All Others: $56.19 per month per acre of impervious surface

Unincorporated Mecklenburg County:

  • Tier I Residential: $2.79 per month
  • Tier II Residential: $3.79 per month
  • Tier III Residential: $5.05 per month
  • Tier IV Residential: $8.69 per month
  • All Others: $49.85 per month per acre of impervious surface

Residential customers who are not on municipal water and sewer service (residents who have a private well or septic tank rather than Charlotte-Mecklenburg Utilities) are considered "Storm Water only" customers and are usually billed for Storm Water fees in January and July.  

Residential Storm Water fees apply to:

  • homes that are zoned, designed and built as a residence for one family, are on a single parcel of land, and are completely detached from other residential or commercial structures.

Storm Water fees for all others apply to:

  • duplexes, triplexes, apartments or other multi-family homes
  • any structure for which a business license is on file for that address
  • businesses or commercial enterprises
  • public buildings.

  • Go to the GeoPortal interactive map
  • Type the property address in the box and click Go
  • Under "What do you want to know," select "impervious surface".
