To make our community safer by offering a broad array of relevant services, which provide those we serve with opportunities for positive change.

Welcome to the Inmate Programs Department. Sheriff Chipp Bailey is committed to Inmate Programsimproving the safety and security of our community not only by providing professionally managed detention facilities, but also by providing the highest quality rehabilitative programs and services possible for offenders who make a commitment to change their lives while incarcerated in our facilities.  Statistics show that 97% of incarcerated people will return to their community.  As Sheriff Bailey says, “MCSO is not here to warehouse people.  We want them to leave better than they came.” Sheriff Bailey believes in building character instead of jails.  Rehabilitative programs and services are the means by which inmates can make the decision to change their lives and receive the education and skills they need to become productive members of society.

The goal of Inmate Programs is to provide the inmates housed in the Mecklenburg County Sheriff's Office detention facilities the opportunity to address those issues that may have contributed to their criminal behavior and subsequent incarceration.  With our network of community partners, we create an environment that encourages and supports positive change for the inmate, their family and our community.  While incarcerated, eligible inmates have the opportunity to participate in a wide variety of therapeutic, educational and vocational programs.   Because we have partnered with various community agencies, continuing treatment, educational and vocational opportunities are available for inmates post-release in the community.
Eligibility for participation is based on an inmate's security classification, classes availability and location. Since classes cover a wide array of subject matter, they are catalogued under the following headings:
