In May 2001, the Mecklenburg Board of County Commissioners adopted a long-term vision for the community. To translate the vision to action, the County Manager made a commitment to Managing for Results (M4R) and using the balanced scorecard and the performance management tool for gauging progress on achieving the Board’s goals. The M4R philosophy, centered around making data-driven decisions based on the objective measurement results, is an integral part of the organization’s culture and day-to-day operations. Since 2001, the County has undergone a series of changes to have a more enhanced strategic planning process that includes a bottom-up and top-down approach to developing FY2017-2019 Department Strategic Business Plans and the County’s Corporate Strategic Business Plan.
In 2014, County Manager Dena Diorio requested each County department and business partner (Mecklenburg EMS Agency and Charlotte-Mecklenburg Library) develop three-year strategic business plans for FY2017-2019. The strategic business plans would reflect the departments priorities and include goals, objectives, strategies, annual actions to achieve the objectives, and annual estimated costs to execute the actions. Between June 2015 and January 2016, departments embarked on several exercises to include setting vision and mission statements, conducting environmental scans of the internal and external organization (i.e., identifying economic and fiscal trends, and demographic & social changes). Upon completing the work, the departments developed goal statements, shared goals with the Executive Team (County Manager and her direct reports) and then developed the three-year strategic business plans. Once plans were approved, they were shared with the County’s budget team to use as one input into the development of the FY2017 County budget. Once the plans are complete, an annual evaluation model will be executed to determine the efficacy of the plans for each department. Recently, in 2015, keeping with the M4R philosophy, the Mecklenburg Board of County Commissioners approved its revised Community Vision summarized by the tag line: Mecklenburg County will be a community of pride and choice for people to LIVE, LEARN, WORK, and RECREATE. The four tenets of the Community Vision helped set the groundwork for the County’s Corporate Strategic Business Plan to include goal areas, outcomes, key performance indicators and key initiatives for FY2017-FY2019.
