Mecklenburg County Code Enforcement customers can rest assured that the people serving them are some of the best in the industry. Code Enforcement has the distinction of having the only active Master Code Professionals (MCPs) in North Carolina certified by the International Code Council (ICC).
Only 600 code professionals worldwide have achieved this distinction. Master Code Professional is the highest-level certification offered by the ICC. Individuals who achieve the MCP certification are qualified to take positions as department directors, supervisors of trades inspections and supervisors of plan review.
Individuals that completed the qualifications required for this certification are listed below:
Randall (Rusty) Dodd is a mechanical/plumbing plans examiner with Mecklenburg County Code Enforcement's Mega-Project Review Team. He has more than 38 years of experience in building, electrical and plumbing, and currently holds an unlimited North Carolina plumbing contractor's license. Rusty has more than 22 years of Code Enforcement experience, and holds five Level III certificates. He is also a certified instructor for inspector courses and continuing education, and has participated in rewriting of state inspector tests and state instructor teaching manuals. Rusty has National Model Code certifications in building, electrical, plumbing, mechanical and fire with ICC, IAEI, and ICBO. He previously worked for the City of Raleigh as deputy fire marshal and a senior commercial plans examiner.

Patrick Granson is the Director of Plan Review and Permitting for Mecklenburg County Code Enforcement. He is responsible for more than 50 staff members, overseeing the Commercial OnSchedule plans examiners, the OnSchedule Review System and Permitting, the N.C. Rehabilitation Review Team and the Commercial Technical Assistance Center. Granson has earned five Standard Level III certificates in building, electrical, mechanical, plumbing and fire from the North Carolina Code Officials Qualification Board, and has received International Code Council (ICC) certification in building, electrical, mechanical, plumbing, accessibility and fire. He is a graduate of Belmont Abbey College, where he received a bachelor's degree in business administration. He is a licensed general contractor and plumbing contractor.
Willis W. Horton is the project manager of the Mega Project Commercial Plan Review group for Mecklenburg County Code Enforcement. He has more than 24 years of experience in code enforcement. He supervises a staff of 14 commercial plans examiners and two coordinators. Horton holds Level III building, electrical, mechanical, plumbing and fire unlimited inspector certifications, as well as electrical, plumbing and mechanical unlimited contractor licenses. He is certified internationally through the International Code Council as a CBO and holds building, electrical, mechanical and plumbing inspector and plan review certifications as well as fire inspector certifications. Horton is a member of the ICC, NFPA, IAEI, ASHRAE, ASPE, and the North Carolina Building, Plumbing, and Mechanical Inspector Associations as well as the Council of Code Officials.

Jeff Vernon is a commercial building plans examiner with the Mega-Project Review Team. Jeff is Level III-certified in all five N.C. inspection trades. He has more than 28 years of experience in construction inspections and construction document review. As an instructor with Mecklenburg County's Code Academy, Jeff teaches Building Level II & Level III code qualification classes as well as a variety of continuing education courses.
