At-Large Commissioner and Attorney Harold Cogdell, Jr. is Chair of the Mecklenburg County Board of Commissioners, serving his second term in office.
He chairs the Board of County Commissioners’ Economic Development Committee. Harold also serves on the Board’s Criminal Justice Committee and Health and Community Support Services Committees. During his three year tenure as Chairman of the BOCC Economic Development Committee, Harold has worked closely with the Charlotte Chamber, N.C. Department of Commerce and City of Charlotte to recruit, retain and promote the expansion of thousands of jobs in Charlotte Region during some of the most challenging economic times seen in decades. Prior to serving on the County Commission, Harold served on the Charlotte City Council from 2001-2003 choosing not to seek re-election at the end of his first term. While on Council, he served on the Budget, Public Safety, and Restructuring Government committees.
Harold was born in Durham, NC and raised in Kinston, NC. He attended North Carolina A & T State University and UNC-Greensboro where he graduated in 1991 with a B.S. in Business Management. Harold moved to Charlotte in 1991 and worked as a Probation Officer until he entered law school in 1993. While in law school he was elected class president, worked as law clerk with the United States Attorney's Office (EDNC) and with the Wake County District Attorney's Office. Attorney Cogdell earned his Juris Doctor from N.C. Central University in 1996 and upon graduation Harold accepted a position as an Assistant District Attorney with the Mecklenburg County District Attorney's Office.
In 1998, Harold founded the Law Offices of Harold Cogdell, Jr., P.C. concentrating in the areas of corporate compliance, governmental relations and white-collar criminal offenses. Harold currently concentrates most of his law practice on representing small to medium sized health care providers in the Charlotte region and white-collar criminal defense. He is a former member of the Board of Advisors of the Charlotte Chamber of Commerce, former First Vice-President of the North Carolina Association of Black Lawyers, and previously served on the Stratford-Richardson YMCA Board of Managers. Harold is also a member of Friendship Missionary Baptist Church, the Rotary Club of Charlotte, Inc. and Kappa Alpha Psi Fraternity, Inc. Harold continues his community and public service focusing on issues involving youth character development, workforce readiness initiatives, economic development and self-sufficiency.
