Free speech activities
Free speech and peacable assembly is everyone's right, protected by the First Amendment of the United States Constitution. Current City and County ordinances allow any individual or group to demonstrate on City sidewalks or County parks at any time, anywhere, without a permit, as long as they aren't closed for security, transportation or logistical reasons. For parades and marches, however, a permit is required.

NOTE: The application for the designated parade route and speakers platform permits closed at 5 p.m. on Friday, August 24.
