Finchley-Purser/Shamrock Hills (formerly Shannon Park)

Finchley-Purser/Shamrock Hills
This project will make infrastructure improvements such as curb and gutter, sidewalk, and storm drainage. This project is bounded by Eastway Drive, Shamrock Drive, RR Tracks, and Tipperary Place.

What's happened? The first Public was held January 8th, 2009 at Eastway Drive Church of God, 1131 Eastway Drive. Public meeting comments have been compiled. A second public meeting was held May 14, 2009 where residents were given the opportunity to chose a preferred construction option. A third, drop-in, public meeting was held July 16, 2009, where the Project Team presented the final construction plan and receive comments. See Final Construction Plan for more information. The property acquisition and bid phases are complete.

What's next? City Council awarded the construction contract to D.E. Walker at its February 24 meeting. Construction began June 2 and will extend through March 2015.

Get involved in your neighborhood by attending monthly meetings held the last Tuesday of each month. Meetings start at 6:30pm at the Faith Soldiers Word Ministry, 857 Eastway Drive at the RR tracks. The new neighborhood name is "Eastwoods Acres" (formerly named Finchley-Purser). Eastwood Acres has been approved for a neighborhood organizational grant from the City of Charlotte.

This project is one of eleven Neighborhood Improvement Projects (NIP) that were approved in the 2010 Neighborhood Bond Referendum.  This project was selected due to the neighborhood showing a decline or weakness in one or more of the assessed dimensions in the Neighborhood Quality of Life Index.  Project need is based on addressing substandard and deteriorating neighborhood infrastructure, improving the livability of neighborhoods and preserving the tax base. 
 
The following infrastructure improvements were approved during the 2009 Planning Phase:

  • Miramar Drive: New sidewalk and curb & gutter.
  • Chipola Drive: New curb & gutter and storm drainage improvements.
  • Jennie Linn Drive (Chipola to Finchley): New curb & gutter and storm drainage improvements.
  • Glenville Avenue, Delgany Drive, Tipperary Place, Stonehaven Drive, Foxford Place, Dora Drive (Glenville to Purser), Purser Drive (Glenville to Foxford): New sidewalk.
  • Significant additional storm drainage improvements are being reviewed on Glenville Avenue, Dora Drive, Tipperary Place, Stonehaven Drive and Foxford Place. 
  • All improved streets will include new street trees.

  • Maintain, stabilize and revitalize the neighborhood through comprehensive infrastructure improvements
  • Strengthen the neighborhood and surrounding community

Cost:  $2,900,000
Please note that this is the NIP funding amount with additional funding  for storm water improvements. The project budget typically includes all costs associated with planning and design, acquiring the right of way, utility relocation, consultant fees, construction, signalization, permits and landscaping.
