All designated metropolitan planning organizations, including the Mecklenburg-Union Metropolitan Planning Organization (MUMPO), are required every four years to update and maintain a transportation plan with a 20-year planning horizon. The 2035 Transportation Plan
meets the requirements set forth in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU)
enacted on August 10, 2005.
This plan covers the entire MPO area which includes the City of Charlotte, the towns of Davidson, Cornelius, Huntersville, Mint Hill, Matthews, Pineville, Stallings, Indian Trail, Lake Park, Marvin, Hembry Bridge, Monroe, Waxhaw, Wesley Chapel, Wingate, Weddington and the unincorporated areas of Mecklenburg County and western Union County. In addition, the recently incorporated towns of Lake Park, Wesley Chapel, Marvin and Hembry Bridge are within the Metropolitan Planning Area. More information about MUMPO.
In developing the Plan, the MPO was charged with identifying future multi-modal transportation needs based upon input from government staff, elected officials and area residents. These needs were entered into the 4-step Metrolina Regional travel Demand Model operated by the Charlotte Department of Transportation and crossed with the impacts of future population growth. The results of this model have determined conformity with Federal Air Quality Standards. The travel demand modeling of the 2035 Transportation Plan used the latest available land-use, employment and population statistics and projections. Charlotte DOT has continually maintained and updated travel demand models of the Charlotte-Mecklenburg area for more than 25 years.
The 2035 highway network identified in this Plan includes the existing network plus future improvements and new facilities that can be completed based on expected funding from federal, state and local sources. Plans for future facilities are financially constrained.
