Business Systems

The Business Systems Division is responsible for maintaining two of the City's largest computer systems: 
          • The Utility Management Systems (UMS)

          • The GEAC Financial Systems (GEAC).

UMS is supported by a collaborative team of Finance and Utilities functional business analyst and the IT Technical team.  This team works with users in Charlotte-Mecklenburg Utilities, Char-Meck 311, Finance Revenue, and City and County Storm Water.

The core UMS system collects water-sewer usage information through a meter reading interface and provides the essential functions for billing and customer service.  The UMS team also works with the service order system that electronically dispatches orders to customer service technicians with laptops in the field.  The team also works with other groups to support various other systems within Utilities that interface with the core UMS system.

GEAC is also supported by a collaborative team of both Finance business analysts and IT resources. Finance staff is the main user of GEAC as part of its core business; however, GEAC and its related systems are utilized across the City for procurement, payables, receivables, and budgeting.

Both teams provide business process development and improvement, system requirements, feature implementation, upgrades, maintain system integrity, day-to-day user and system support, training documentation, and training delivery.
