Airport Advisory Committee
Make up of Committee:  11 members (3 by Mayor; 6 by Council; 2 recommended by Charlotte Regional Partnership)
Duties:  Reviews and studies all aspects of airport transportation needs of metropolitan Charlotte, recommending appropriate action to the Charlotte City Council on airport policy matters.
Time Requirements:  Members commit approximately 3 hours per month. Chair and Vice-Chair commit approximately 5 hours per month.
Meeting time: 1st Thursday monthly, 8:00 am

Area Fund Board of Directors
Make up of Board:  15-21 members (3 by County; 3 by Council; 1 by Board of Education; 7 by private groups; 7 from low-income population)
Duties:  Created as an anti-poverty agency and operates under the regulations of the Community Services Administration.
Time Requirements:  Members commit approximately 2-3 hours bi-monthly.
Meeting time: 2nd Tuesday, 6:30 pm

Bechtler Arts Foundation Board
Make up of Board:  21 Members (1 by Mayor, 2 by Council, 1 by Arts and Science Council, 1 by Wachovia Corp., 4 by Andreas Bechtler, 12 by Board of Directors)
Duties:  Oversight of the Bechtler Art Museum and its art collection.  This includes, but is not limited to, oversight of the museum curatorial programming and exhibitions, preservation and protection of the collections, as well as budget and staff oversight.
Time Requirements:  It is expected members will commit approximately two to four hours per month.
Meeting time: Quarterly

Bicycle Advisory Committee
Make up of Committee:   11 members (3 by Mayor; 6 by Council; 2 by County Commissioners)
Duties: Recommends appropriate action to the City Council and County Commission on bicycle transportation issues.
Time Requirements:  Members commit approximately 1-2 hours per month.
Meeting time: 4th Tuesday, 6:00 pm

Business Advisory Committee
Make up of Committee:   20 members (2 by Mayor; 18 by Council with recommendations from NAWBO, Black, Asian American and Latin American Chambers of Commerce, Metrolina Minority and Hispanic Contractors Associations and Metrolina Native American Association)
Duties: Provide recommendations and advice to Council on ways the City can help business in Charlotte; provide a forum for businesses to raise issues; discuss and have input into City policy responses to these issues; provide input and advice to business retention planning efforts and implementation of the Business Retention Plan; keep City Council and Key Business Executives abreast of changes in business and business climate; and how that might affect business-government relations and needs of public service.
Time Requirements:  Members commit approximately 1.5 hours per month.
Meeting time: 3rd Friday, 7:30 am

Charlotte International Cabinet
Make-up of Cabinet: 30 Members (10 by Mayor, 20 by Council) with five membership categories: Education, Non-Profit, Cultural/Ethnic, Business and Open. 
Duties: Create awareness of Charlotte as an international city by promoting exchanges between Charlotte and its Sister Cities, welcoming all citizens and visitors, regardless of ethnicity or language skills, supporting global education programs, encouraging further growth of the international business sector and enhancing Charlotte's non-profit international sector.
Time Requirements: Members commit approximately five to six hours per month.
Meeting time: 1st Thursday, bi-monthly, 8:00 am

Charlotte-Mecklenburg Coalition for Housing
Make up of Coalition:  12 members (3 by Mayor; 6 by Council; 3 by County Commissioners)
Duties:  Charged with the implementation of the Charlotte Mecklenburg Ten Year Plan to End and Prevent Homelessness.
Time Requirements:  Members commit 3-5 hours per month.
Meeting time:  4th Thursday, 7:30 am

Charlotte-Mecklenburg Development Corporation
Make up of Corporation: 15 members (2 by Council; 2 by Corporation; 1 by City Manager;1 by Chamber President;1 by County Manager;6 by Chamber Chairman;2 Council members)
Duties:  Initiate/promote commercial economic development in the City-Within-A-City Area (CWAC) in partnership with the county and Charlotte Chamber of Commerce.
Time Requirements:  Members commit approximately 2 hours per meeting.
Meeting time: 3rd Thursday, 12 Noon

Charlotte-Mecklenburg Public Access Corporation
Make up of Corporation:  11 members (2 by Corporation membership; 6 by Council; 3 by mayor)
Duties: A non-profit corporation which will have the responsibility for the day-to-day operation of the cable television Public Access channel and studio facilities. The Board of Directors of CMPAC will manage and direct all the activities and affairs of the Corporation.
Time Requirements:  Members commit approximately 2 hours quarterly.
Meeting time: 3rd Wednesday, quarterly, even numbered months, 6:30 pm

Charlotte Mecklenburg Utilities Advisory Committee
Make up of Committee:  7 members (1 by Mayor; 3 by Council; 3 by County)
Duties: Review and make recommendations on the following: all capital improvement programs for water and sewer facilities and changes to such programs; proposed changes in the method for determining water and sewer charges; proposed changes in policy for extending water and sewer services.
Time Requirements:  Members commit approximately 1.5 hours per month
Meeting time: 3rd Thursday, 3:30 pm

Charlotte Regional Visitors Authority
Make up of Authority: 13 members (4 by Mayor; 9 by Council)
Duties: Promote Charlotte as a major convention center, fully capable of providing the physical facilities, exhibit spaces, meeting rooms, hotel rooms, and other suitable amenities.
Time Requirements: Members commit approximately 2 hours per month.
Meeting time: 2nd Wednesday, 8:00 am

Citizens Review Board
Make up of Board: 11 members (5 by Council; 3 by City Manager; 3 by Mayor)  Must graduate from Citizen's Academy before serving.
Duties:  Serve as Advisory Board to the Chief of Police, City Manager, and City Council. Reviews appeals by citizens who file complaints on dispositions imposed by the Chief of Police or his designee to relating allegations of misconduct against a sworn police officer. The Board may hear appeals of complaints regarding alleged violations of the following rules: use of force, unbecoming conduct, and arrest, search and seizure.
Time Requirements:  Members commit approximately 1-2 hours per month.
Meeting time: 2nd and 4th Tuesday, 4:00 pm, as needed

Citizens Transit Advisory Group
Make up of Committee:  13 members (1 Co-Chair by Mayor; 2 by Council; 1 Co-Chair by Chair of County Commission; 2 by County; 1 by Board of Education; 1 by each of the six towns in Mecklenburg County)
Duties:  This committee will be an Advisory body to the Metropolitan Transit Commission (MTC). Will review the chief transit official's proposed two-year operating programs and second-year program adjustments and five-year capital programs and make recommendations to the MTC. During the Fiscal Year 2004, this committee will perform a comprehensive governance review which shall consider the effectiveness of the Interlocal Agreement and the governance structure established in the Interlocal Agreement as well as other possible governance structures including various forms of a transit authority.
Time Requirements:  Members commit approximately 2 hours bi-monthly.
Meeting time: 3rd Tuesday, 7:30 am, as needed

Civil Service Board
Make up of Board:  7 members (3 by Mayor; 4 by Council)
Duties: Reviews and approves applications for positions in the Police and Fire Departments; reviews and approves promotions in both departments; maintains a register of officers graduating from the academy; holds hearings for employees of both departments who are charged with violations by the chiefs.
Time Requirements:  Members commit approximately 1 hour per month, plus two to five hearings per year which can last an entire day(s).
Meeting time: 1st Tuesday, 4:00 pm

Community Relations Committee
Make up of Committee:  45 members (8 by Mayor; 16 by Council; 21 by County)
Duties: To study programs in the areas of human and community relations and to make the results available to the public; to promote the quality of opportunity for all citizens.
Time Requirements:  Members commit approximately 1.5-2 hours bi-monthly.
Meeting time: 3rd Tuesday, 4:00 pm

Domestic Violence Advisory Board
Make up of Board:  12 members (4 by Council; 6 by County, 2 by Mayor)
Duties:  Periodic review and evaluation of all Charlotte and Mecklenburg domestic violence programs and services; make recommendations to the Board of County Commissioners and City Council.
Time Requirements:  Members commit approximately 3 hours per month.
Meeting time: 2nd Monday, 6:00 pm

Firemen's Relief Board of Directors
Make up of Board:  5 members (1 by Mayor; 1 by Council 2 by Fire Dept.; 1 by State Insurance Commissioner)
Duties: Administers funds used to safeguard firemen in active service from financial loss occasioned by sickness or injury contracted in the line of duty, and to provide reasonable support for dependents of firemen whose lives are lost as a result of fire service.
Time Requirements:  Members commit approximately 1 hour per month.
Meeting time: Quarterly, no set day

Historic District Commission
Make up of Commission: 12 members (4 by Mayor; 8 by Council) Must live within corporate limits of the City of Charlotte.
Duties: Ensures the preservation and conservation of historic areas, structures and objects that are significant elements of the cultural, social, economic political or architectural history of Charlotte.
Time Requirements:  Members commit approximately 10 hours per month.
Meeting time: 2nd Wednesday, 3:00 pm

Historic Landmarks Commission
Make up of Commission:  12 members (2 by Mayor; 4 by Council; 6 by County)
Duties:  Ensures preservation of property that embodies elements of cultural, social, economic, political or architectural history of Charlotte Mecklenburg.
Time Requirements:  Members commit approximately 10 hours per month.
Meeting time: 2nd Monday, 6:00 pm

Housing Appeals Board
Make up of Board:  5 members (2 by Mayor; 3 by Council)
Duties:  Hears appeals from decisions or orders of the Code Enforcement Official, as provided in Chapter 11 of the city code (House Code).
Time Requirements:  Members commit approximately 2.5 hours per month.
Meeting time: 2nd Tuesday, 1:00 pm

Housing Authority
Make up of Authority: 7 members (2 by Mayor; 5 by Council)
Duties:  Builds, maintains and operates safe and sanitary low-rental housing for individuals with low income.
Time Requirements:  Members commit approximately 3 hours per month.
Meeting time: 3rd Tuesday, 12 Noon

Keep Charlotte Beautiful
Make up of Committee:  20 members (7 by Mayor; 13 by Council)
Duties:  Coordinate and participate in neighborhood community improvement projects, Adopt-A-City Street, neighborhood recognition, the Great American Cleanup, and litter prevention programs.  Promote partnership between citizens, businesses, and government to ensure a clean and healthy environment.  Includes hands-on project work, primarily in the Spring and Fall.
Time Requirements:  Members commit approximately 1-2 hours per month.
Meeting time: 1st Monday, 12:00 Noon

Mint Museum Board of Directors
Make up of Board: 23 members (1 by Mayor; 1 by Council; 21 by Mint Museum)
Duties:  Advises the museum that serves the region by collecting, researching, displaying, interpreting and preserving art and historical artifacts.
Time Requirements:  Members commit approximately 4 hours bi-monthly.
Meeting time: Quarterly

NASCAR Hall of Fame Advisory Board
Make up of Board:  8 members (1 by Mayor; 1 by Council; 2 by Charlotte Regional Visitors Authority, 2 by NASCAR; 1 by Bank of America; 1 by Wachovia)
Duties:  Assists the Charlotte Regional Visitors Authority in operations of the NASCAR Hall of Fame
Time Requirements: Members commit approximately 3 hours per month.
Meeting time: Last Friday, 9:30 am

Neighborhood Matching Grants Fund Review Team
Make up of Committee:  11 members (9 by Council; 1 by City Manager; 1 by Superintendent of Schools) 
Duties:  To review applications and determine awards for grants between $3000 and $25,000; make site visits and become familiar with applicants and their proposals; act as an advisory on issues affecting the Neighborhood Matching Grants Fund.
Time Requirements:  Members commit approximately 14 hours per year.
Meeting time: Quarterly, 12 Noon

Passenger Vehicle for Hire Board
Make up of Board:  11 members (3 by Mayor; 5 by Council; 3 by City Manager)
Duties: Ensure the safety, welfare and property of the visitors and citizens of Charlotte using passenger vehicles for hire and limousines.
Time Requirements:  Members commit approximately 1-2 hours per month.
Meeting time: 1st Tuesday, 1:00 pm

Planning Commission
Make up of Commission:  14 members (2 by Mayor; 4 by Council; 6 by county; 2 by School Board)
Duties: Makes studies of resources and needs of the City, plans for the development of Charlotte and Mecklenburg County, considers the desirability of the extension of the city limits and reviews and hears all petitions for zoning changes.
Time Requirements:  Members commit approximately 24 hours per month.
Meeting time: 1st Monday, 12 Noon

Privatization/Competition Advisory Committee
Make up of Committee: 11 members (3 by Mayor; 8 by Council)
Duties:  Monitor the progress of the City in implementing services contracting and asset management, recommend services and assets to be considered for competition and privatization, and to advise on ways to improve current contracted services with service delivery problems; to assist and advise the City on issues in implementing the goals and processes adopted by Council for services contracting and asset management.
Time Requirements: Members commit approximately 4.4 hours per month.
Meeting time: 2nd Thursday, 7:30 am

Public Art Commission
Make-up of Commission:  9 members (1 by Mayor, 2 by Council, 3 by County, 3 by Commission)
Duties:  Oversees and administers a public art program to ensure the inclusion of artwork in appropriate capital improvement City projects to enhance the artistic and cultural development of the City.
Time Requirements: Approximately 2 hours per month.
Meeting time: 4th Wednesday, 12 Noon

Residential Rental Property Review Board
Make-up of Committee:  7 members (2 by Mayor, 1 by City Manager, 4 by City Council) Members are representative of the residential rental, tenant and homeowner community.
Duties:  Hears appeals from owners of residential rental property whose registration has been revoked.
Time Requirements:  Meets as needed.
Meeting time:  Day and time to be decided once board begins meeting.

Small Business Enterprise Loan Fund Operating Committee
Make-up of Committee: Approximately 12 members (1 by Mayor, 1 by Council, remainder are investors in the SBE Loan Fund)
Duties:  Oversee and govern SBE Loan Fund, which serves to provide access to capital for small businesses.
Time Requirements:  Quarterly meetings last approximately two hours.
Meeting time: Tuesdays, quarterly, 8:30 am

Storm Water Services Advisory Committee
Make up of Committee:  9 members (1 by Mayor; 2 by Council; 3 by County; 1 by northern town; 1 by southern town; 1 by committee)
Duties:  To review and recommend to Council storm water management policies, policy changes, long range plans; to review and comment on the annual capital improvement program and operating budget; hears appeals and makes recommendations to Council on applications, modifications and enforcement to storm water policies.
Time Requirements:  Members commit approximately 4.5 hours per month.
Meeting time: 3rd Thursday, 4:30 pm

Transit Services Advisory Committee
Make up of Committee: 15 members (2 by Mayor; 6 by Council, 1 by County, 1 by each of the six towns in Mecklenburg County)
Duties: Committee will serve as a forum for citizen suggestions and complaints concerning fares, routes, and schedules. It will serve as an advocacy group for public transportation services and review staff recommendations on services provision and transit policies.
Time Requirements:  Members commit approximately 2 hours bi-monthly.
Meeting time: 2nd Thursday, 4:00 pm

Tree Advisory Commission
Make up of Commission: 10 members (3 by Mayor; 7 by Council; 2 ex-officio)
Duties:  Makes recommendations from time to time to City Manager relative to trees and shrubbery in the city.
Time Requirements:  Members commit approximately 3-15 hours per month.
Meeting time: 3rd Tuesday, 6:00 pm

Waste Management Advisory Board
Make up of Board:  20 members (5 recommended by Council; 20 by County)
Duties: Assists in the development of the County's ten year solid waste management plan, considers and recommends waste reduction, recycling and final disposal strategies, reviews capital and operating budgets, and provides recommendations to the BOCC on the selection of consultants and contractors for solid waste projects. The WMAB also hears appeals for exemptions from the Residential Solid Waste Fee levied by the County and for violations and penalties assessed under the County's Mandatory Commercial Source Separation Ordinance.
Time Requirements:  Members commit approximately 4 hours per month.
Meeting time: 3rd Tuesday, 11:30 am

Zoning Board of Adjustment
Make up of Committee:  8 members (2 by Mayor; 5 by Council; 1 by County)
Duties:  Hears appeals where it is alleged there is error in any order, requirements, decision, or determination made by the Charlotte-Mecklenburg Building Standards Department.
Time Requirements:  Members commit approximately 9 hours per month.
Meeting time: Last Tuesday, 9:00 am
