Special Victims Division
  The Special Victims Division, commanded by Captain Jacquelyn Hulsey,  is a special unit within the Criminal Investigations Bureau that assigns Detectives, Investigative Technicians and Counselors to youth crimes, domestic violence and missing persons cases. The Special Victims Division is dedicated to providing assistance to all victims through awareness, education, information and resources with respect and dignity victims deserve. We make every effort to provide our services to victims in a compassionate, efficient and just manner. The Special Victims Division is comprised of three distinctive units:
 

Youth Crime Unit
The responsibility of the Youth Crime Unit (YC) is to prevent juvenile maltreatment, objectively investigate allegations of crimes committed against and by juveniles 15 years old and younger, and hold suspects accountable for their criminal actions based on probable cause.  The unit primarily investigates the following crimes involving juvenile victims:  (1) child abuse, (2) child neglect, and (3) sex offenses; the unit investigates sex crimes committed by juvenile suspects.  The YCU is comprised of the following personnel: one sergeant, eleven detectives, and one investigative technician.

Domestic Violence Unit
The responsibility of the DVU is to prevent domestic violence, objectively investigate domestic violence offenses, assist victims of domestic violence, and hold suspects accountable for their criminal actions based on probable cause.  The unit primarily investigates the following domestic violence crimes:  (1) aggravated assaults with serious injuries, (2) misdemeanors with serious, lethal threats, (3) strangulations, (4) stalking, (5) violations of DV Protective Orders, (6) incidents involving department employees, and (7) incidents involving non-CMPD law enforcement personnel.  The DVU is comprised of the following personnel: one sergeant, six detectives, and four counselors.

Missing Persons Unit
The responsibility of the Missing Persons Unit is to investigate missing persons and inactive kidnappings/abductions regardless of the age of the victims.  The unit will endeavor to successful locate missing persons and hold kidnapping/abductions suspects accountable for their criminal actions based on probable cause.  The MPU is comprised of the following personnel: one sergeant, five detectives, and one investigative technician.
