The Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) Programs
As a recipient of federal grants from the Department of Transportation through the Federal Aviation Administration (FAA), the DBE as well as the ACDBE Programs are committed to developing processes and procedures that will enable these businesses to participate on CLT’s contracts at a level that represents their availability in their respective industries.
 
The DBE and ACDBE Programs are designed to create a level playing field that fosters and promotes participation of disadvantaged businesses in contracts needed to support and achieve the goals and objectives of grants, as provided. These goals are oriented towards maximizing the exposure of qualifying businesses to a variety of contract opportunities that prompt growth, diversity in contract services and the successful completion of all contracts.


DBE Program for Federally Funded Projects
CLT is a direct recipient of federal grant monies from the United States Department of Transportation (USDOT). Recipients must comply with 49 CFR Part 26, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs.

Since 1982, the Airport has invested more than $150 million in new and expanded facilities and services. Participating DBEs have played a major role in Airport expansion and have successfully attained more than $50 million in contract opportunities ranging from architectural and engineering services, to construction and geotechnical testing.

Airport Concession Disadvantaged Business Enterprise (ACDBE) Program
In 2005, the ACDBE Program was initiated after the release of the Final Rule for 49 CFR Part 23, Participation of Disadvantaged Business Enterprises in Airport Concessions.

CLT has a long established concessions program that originated with the Part 26 DBE regulation and has transferred seamlessly into the 2005 Final Rule. The biggest change: In-terminal Concessions and Car Rental Concessions now utilize separate methodologies and reports.

DBE and ACDBE Certifications
USDOT mandated that all states implement a Unified Certification Program (UCP) to eliminate the burden of certifying at multiple agencies. Please visit www.ncdot.org for certification information and applications.


City of Charlotte's Charlotte Business INClusion Program
Including the Aviation Department (CLT), the City of Charlotte consists of 14 departments. Although the City's Procurement Services Division is responsible for the majority of purchasing and contracts, each department also has the ability to obtain goods or services needed to perform its particular functions.
 
The Charlotte Business INClusion Program seeks to enhance competition and participation of small minority and women owned firms in City contracting and promote economic growth and development in the City of Charlotte.
 
It applies to all aspects of CLT’s contracting and procurement program, including but not limited to the purchase of apparatus, supplies, materials, equipment, construction projects and all service contracts, as well as equipment rental and ease agreements. Small Business Enterprises (SBE)
In 2013, the City of Charlotte phased the Charlotte Business INClusion Program into all of its practices and procedures, which encompasses the City’s Small Business Enterprise (SBE) Program. SBEs are encouraged to complete the City’s SBE certification application. This process verifies that a company meets standards established by the City and ensures certified SBEs receive a monthly contracting opportunities list and quarterly Office of Small Business Development Newsletter.
Minority/Women Business Enterprise (MWBE) Goals
In addition, to certifying SBEs, the City also registers Minority and Women Business Enterprise (MWBE) to meet goals outlined through the Charlotte Business INClusion Program.
