Mumford Named Head of Economic & Neighborhood Development Department

Charlotte, NC -- Charlotte City Manager Curt Walton has named Patrick T. Mumford as the Key Business Executive (KBE) to lead the newly formed Neighborhood and Economic Development Key Business Unit. The new unit is a result of the recent consolidation of the Neighborhood Development Key Business with the Economic Development division of the City Manager's Office.  The consolidation was done in order to maximize the City's efforts and resources in neighborhoods and in the business corridors.

Mumford will oversee an operational budget of over $13 million and a staff of approximately 160 employees.  His initial priorities will focus on

  • managing Charlotte's allocation from the federal stimulus related to housing and economic development,
  • maximizing the use of existing local resources,
  • addressing the needs of business corridors and neighborhoods,
  • expanding code enforcement,
  • developing metrics to measure conditions that impact business corridors and neighborhoods,
  • implementing structure to better support the City's youth initiatives, and
  • implementing accountability and compliance procedures for City partnerships.

Experienced in banking, real estate, environmental management and development, Mumford brings more than 22 years experience to the City. He started his First Union career in 1988 where he worked in the Corporate Real Estate division managing multiple projects and establishing corporate facility design standards.  He led the development of The Green, a $75 million mixed-use green space in the center city and the strategic land-use plan for downtown Charlotte.

In 2000, he was named Senior Vice President (SVP)/Innovation Team Leader for Wachovia, where he helped Corporate Real Estate leaders achieve their respective goals through creative solutions and thinking in addition to fostering and supporting an entrepreneurial spirit.  Named SVP, Environmental Affairs Manager in 2003, he currently provides leadership and direction for management of environmental impacts related to business activities.

In addition to his professional experience, Mumford has extensive public service, including his service on Charlotte City Council as an At-Large Member from 2001 through 2007.  Additional community service includes:

  • President of Habitat for Humanity Charlotte
  • Vice President of Charlotte Emergency Housing
  • Charlotte District Executive Council Executive Committee for the Urban Land Institute
  • Board of Directors for Charlotte Mecklenburg Development Corporation
  • Board of Directors for the Charlotte Mecklenburg Housing Partnership, and
  • Board of Directors for the NC Chapter of The Nature Conservancy.

Mumford earned Bachelor of Science degrees in Architectural Design and in Building Science and Management from Clemson University.
