The program is for Lead paint removal related to older and low income housing. 10% match is required which will be spread over the life of the grant. City Within a City (CWAC) neighborhoods are priority. The City of Charlotte has been operating a lead based paint program funded by HUD since 1995.

Owner occupied units must meet 80% or under median income requirements ($51,520 for family of four) and have a child under 6 living or frequently visiting in order to qualify. Rental units are qualified by the income of the renter, which also must be 80% or under median income. All units must have been built before 1978.


Under the grant the City will:
  - Reduce lead hazards in 275 homes
  - Provide Outreach/Marketing
  - Recruit and train contractors for the program
  - Work with Mecklenburg County Health Department to screen children under the age of six for elevated lead blood levels April 15, 2009
