Congress appropriated $3.2 billion for the EECBG Program, most of which (nearly $2.7 billion) will be distributed through formula grants. The balance includes approximately $455 million for competitive grants, which will be awarded through a separate Funding Opportunity Announcement soon to be announced.

Projects should achieve the following goals: reduction of fossil fuel emissions created as a result of activities within the community, reduce total energy use, or improve energy efficiency in the transportation, building, and other sectors.

The City of Charlotte received $6.78 million to spend over three years after forming a community-wide Energy Efficiency and Conservation Strategy.

Each recipient must prepare an energy efficiency and conservation strategy within 120 days of receipt of funds in order to get half of the funding. Eligible activities:

Community Energy Strategy:
   -
Developing the Energy Efficiency and Conservation Strategy including technical consultant services

Energy Audits and Building Retrofits:
   -
Conducting residential and commercial building energy audits
   - Financial incentive programs for energy efficiency improvements
   - Grants to nonprofit organizations and governmental agencies for performing energy efficiency retrofits
   - Energy efficiency and conservation programs for building and facilities within the jurisdiction of eligible entity

Transportation Energy Efficiency:
   -
Programs to conserve energy used in transportation
          a. Use of flex time by employers
          b. Satellite work centers
          c. Development and promotion of zoning guidelines to promote energy efficient development
          d. Development of infrastructure, such as bike lanes, and pedestrian walkways
          e. Synchronization of traffic signals

Building Energy Codes:
   -
Development of building codes/inspection services to promote building energy efficiency

Distributed Generation and District Power:
   -
Application of energy distribution technologies
          a. Distributed resources
          b. District heating the cooling systems

Recycling and Material Energy Recovery:
   -
Activities to increase participation and efficiency rate for material conservation programs including recycling, and recycled content procurement programs that lead to increases in energy efficiency

Landfill Methane Capture and Reuse:
   -
Technologies to use methane or other greenhouse gases

LED/Efficient Traffic Signals:
   -
Replacement of traffic signals and street lighting with energy efficient lighting technologies

Renewable Energy on Public Facilities:
   -
Development, implementation, and installation on or in any government building of the eligible entity of onsite renewable energy technology that generates electricity from renewable resources, including:
          a. solar energy
          b. wind energy
          c. fuel cells
          d. biomass

Discretionary

Any other appropriate activity as determined by the Secretary
