Stimulus funding for wastewater projects will be administered in North Carolina by the Division of Water Quality through the State Revolving Fund process. Funding of projects will be considered on a project by project basis and may either be grants or no- or low-interest loans. In the light of the economic conditions now facing the residents of North Carolina, the Secretary's Office of the Department of Environment and Natural Resources has determined, in consultation with the North Carolina Office of Economic Recovery and Investment, that recipients of assistance under the ARRA will be provided with loans that include principal forgiveness for 50% of the total amount of assistance they receive. The remaining 50% of the total amount of assistance will be in the form of a loan at 0% interest rate, the term of which will be set by the North Carolina Local Government Commission. The maximum assistance amount will be $3.0 million per project. At least 20% of funds will go for "green" infrastructure, water or energy efficiency improvements or other environmentally innovative activities.

Priority will be given to projects based on utility system financial need, system compliance needs, and project schedule. Eligible uses for the funds include construction of publicly-owned wastewater treatment facilities, local sewers, sewer interceptors, and water recycling facilities.

   - Awards will be limited to a maximum of $3,000,000. Awards will not be increased for high bids. 

   - For the first round of funding (applications due April 3), awards will be made in priority order of those project that will be ready for construction June 17. Approximately 65% of funds available (i.e., after the Green Project Reserve (GPR)) will be awarded in this first round. 

   - Award Notifications for first round of funding will be mailed April 17, 2009. Awards will also be posted on a website at www.nccgl.net/Stimulus 

   - The projects not receiving funding in the first found and projects submitted by June 3rd will then be ranked and awarded funding in priority order for the second round of funding. 

   - A unit of government shall not receive more than one award unless there are insufficient applications to award all funds available. For a given community, the highest ranking project will be considered first. In the event of a tie within a community, the highest cost project will be considered up to $3,000,000.

   - If a unit of local government receives an award as part of the "green" set-aside, it will still be eligible to receive an additional award if it has an application that rates high enough.

Proposed Projects:
- Revolution Park Water Reuse Project ($577,555) - This project is located in Revolution Park, adjacent to Barringer Drive and Clanton Road. The project will result in a 2-acre lake that will filter storm water pollutants, and provide a source of water for irrigation, reducing the demand for potable water.

Green Projects:
- Muddy Creek/Campbell Creek Restoration ($2.19M) - The project will result in restoration and enhancement of 7,373 linear feet of stream and 6.1 acres of wetland along Muddy Creek and Eastland Branch, tributaries to Campbell Creek in the McAlpine Creek watershed. This project will also implement four storm water best management practices (BMPs) that will address stormwater pollutants in a highly urbanized area. These BMPs will also detain stormwater runoff, enhancing and protecting the receiving streams from the scouring effects of urban runoff. The project will also create, enhance, and protect forested riparian areas. A new 27.9 acre riparian wildlife habitat conservation area will be created.
