Departmental Services

The Departmental Services Division of the Charlotte Department of Transportation is comprised of four sections that collaborate to provide services that support the day-to-day operations of the department.

Information Technology

  • Provides department specific applications and data architecture which supports the department's business processes.
  • Provides for seamless information sharing and enables accurate and rapid decision making.
  • Monitors and assures high quality support of the City's shared technology infrastructure.
  • Monitors and assures high quality support for department specific applications and data access. Acts as an escalation point for problem resolution.
  • Develops and implements information management initiatives in support of the department's business needs and in alignment with the City-wide information architecture.

Competition and Privatization
The Competition and Privatization Section manages CDOT's Business Plan and Balanced Scorecard process, and develops, administers and maintains the department's Competition Plan.

The section is also responsible for contract execution and maintenance, railroad agreement processing and tracking and costing municipal agreements.

Business Support Services
Responsible for the administration of CDOT's People Soft system, department personnel administration, training plan development and administration.

Challenges include educating appropriate staff about:

  • Budget and costing processes
  • Need and process for recouping departmental charges
  • Expenditure of funds
  • Retention and recruitment information
  • Administration of department employee development plan
  • Legal constraints
  • Assists CDOT staff members plan and develop strategies for defining their needs
  • Use resources effectively and efficiently in the performance of job duties
  • Answer questions and explain processes

Employee Safety and Health

  • Ensures CDOT employees have a safe and hazard free workplace
  • Ensures compliance with North Carolina OSHA regulations
  • Works with the League of Municipalities Risk Management section to promote local government involvement in the development of new OSHA standards
  • Works with the Charlotte-Mecklenburg Utilities and Engineering & property management departments in the development of safety training programs
  • Oversees CDOT's insurance costs
