Variance (or exemption)

To appeal a civil penalty please mail a copy of the water violation (and letter), your name, address, phone number, and detailed description why it is being appealed. 

Mail it to: Appeals                                                                                                       c/o Water Conservation Manager                                                         Charlotte-Mecklenburg Utilities                                                                 5100 Brookshire Blvd                                                                                Charlotte, NC 28216

After researching all information provided, Utilities will contact you via mail.  This can take up to ten business days.  If you receive a water bill with the penalty on it while it is in the appeal process, you are encouraged to pay it.  Utilities staff can credit your bill if or make adjustments if the appeal is approved.

Not knowing about mandatory restrictions is not a valid reason for appealing.  Charlotte-Mecklenburg Utilities and the state of North Carolina have worked dillegently to keep customers up-to-date through hundreds of news articles, bill inserts, and presentations.

A leaking irrigation system does not exempt the customer from a civil penalty for water use on a lawn.  Please turn it off and get it fixed as soon as possible to prevent additional fines.  Customers are encouraged to learn where the water turn-off valve is located and how to operate their irrigation systems.
