In June 2000, the North Carolina State Legislature passed S.L. 2000-59, giving the City of Charlotte the authority to use wheel locks on illegally parked vehicles for which there are three or more outstanding, unpaid, and overdue parking tickets for a period of 90 days.

On September 11, 2000, the Charlotte City Council approved Ordinance #1602, allowing the Charlotte Department of Transportation's Park It! program to implement the use of wheels on Charlotte streets.
