Wheel Lock Policy
The City of Charlotte Park It! program has authority to use wheel locks (boots) on illegally parked vehicles for which there are three or more outstanding, unpaid and overdue parking tickets for a period of 90 days. The operator of such a vehicle is known as a scofflaw.

When a Park It! agent discovers a scofflaw vehicle parked illegally, the agent writes a ticket for the current violation and then proceeds with the wheel lock policy:

  • The agent radios to the Park It! office to confirm that the vehicle has three or more outstanding, unpaid and overdue parking tickets for a period of 90 days. The agent requests the total amount owed the City of Charlotte for all un paid tickets.
  • The dollar amount owed the City of Charlotte is written on the Wheel Lock Notice which is affixed to the front, driver-side window. 
  • The agent then places a wheel lock on the front, driver-side tire of the vehicle.
  • Once the current ticket is issued, the Wheel Lock Notice is affixed and the wheel lock is in place, the agent proceeds on their route.
  • Scofflaw vehicles are not released to their owners until all outstanding, unpaid and overdue parking tickets for a period of 90 days have been paid at the Park It! office. At no times does an agent receive funds.

Towing Scofflaw Vehicles

  • Scofflaw vehicles booted on rush hour designated streets will be towed beginning at 4:00 pm of the same day booted.
  • Scofflaw vehicles booted on non-rush hour streets will be towed 24 hours from the time the wheel lock was applied.
  • Scofflaw vehicles booted on weekends will be towed immediately.
  • As with other tows performed by agents, a "Tow Slip" will be completed, and a "Tow Sticker" will be posted on the nearest pole or street post stating the reason for being towed, the dollar amount of unpaid tickets owed and the location and phone number of the zone wrecker that towed the vehicle.
  • Monday - Thursday at 5:00 pm, Park It! zone wreckers will be provided a list of scofflaws towed for the day and the amount owed for their vehicle to be released.
  • Friday at 5:00 pm, Park It! zone wreckers will be provided a complete list of scofflaws and the amount owed for possible weekend scofflaw tows to be released.
  • For towed vehicles, zone wreckers are to receive the full amount owed on scofflaw tickets, plus any related tow fees, before they are to release the vehicle to the owner.

Booted vehicles on the following streets will be towed weekdays beginning at 4 pm:

100-400 East 3rd Street
100-600 South College Street
100-500 North College Street
100-500 North Tryon Street
100-500 South Tryon
100-600 North Church Street
100-600 South Church Street
100 East 5th Street
100-300 West 5th Street
100-900 West Trade Street
100-200 South Poplar Street
200 North Poplar Street
100-200 West 3rd Street
300-800 South Brevard Street
200-800 East 2nd Street
100-700 East Trade Street
