Parking Meter City Ordinances


Sec. 14-196. Zones Established.

Between the hours 8 am and 6 pm and other hours as specified except on Sundays and holidays, the streets described in the parking meter schedule II promulgated by the city director of transportation and on file in the office of the city clerk, are hereby designated as parking meter zones, and parking thereon is limited to the number of minutes specified on the meter. In any such zone where parking has heretofore been permitted or may hereafter be permitted, such parking shall be regulated by parking meters or by signs erected in the manner hereinafter set forth.

Sec. 14-197. Designation of spaces.

(a) In the places where metered parking is allowed, the city director of transportation is directed to have marked off and maintained parking spaces parallel to the curb. It shall be unlawful for any vehicle to be parked in such manner that its overall dimensions are not entirely within a parking space as marked off.
(b) It shall be unlawful to park any vehicle in any metered space without making proper payment therefor.

Sec. 14-198. Installation.

A parking meter shall be placed on the curb or sidewalk immediately adjacent to each parking space hereinbefore described, and shall be used to regulate parking in that space. each meter shall display a signal clearly showing legal parking upon deposit therein of the proper coin and such legal parking signal shall remain in full view until the expiration of the legal parking period, at which time the signal shall clearly indicate illegal parking.

Sec. 14-199. Responsibility for obedience to division.

Obedience to this division is chargeable to the person actually operating or in control of the vehicle at the time that it is parked within the parking meter zone; provided that, proof of ownership of any vehicle found parked in violation of this division shall be prima facie evidence that such owner parked such vehicle, in accordance with general statutes section 20-162.1.

Sec. 14-200. Operation of parking meters.

(a) The director of transportation is hereby authorized to set apart within the parking meter zones spaces for loading zones, bus stops and other places in which no parking or limited parking is permitted.
(b) During actually loading and unloading of service vehicles in parking meter zones, the operators of such delivery vehicles, when no loading zone space is available, shall be exempt from the provisions of this division.

Sec. 14-201. Use of slugs or substitutes prohibited.

It shall be unlawful for any person to deposit any slug or other substitute for a coin of the United States in any parking meter maintained in accordance with the provisions of this division.

Sec. 14-202. Tampering with or injuring.

It shall be unlawful for any person to deface, injure, tamper with, open or willfully break, destroy, or impair the usefulness of any parking meter, except that duly authorized persons may make the necessary collections and repairs.

Sec. 14-82. Towing.

Any illegally parked vehicle may be towed. Any vehicle that has been towed for a parking violation is to be held until the towing fee and penalties related to all outstanding parking tickets and penalties owed to the City are paid in full, or a bond is posted in the amount of the towing fee and all outstanding parking tickets and penalties. Payment of the towing fee and all outstanding parking tickets and penalties shall not constitute a waiver of a person's right to contest the towing or the outstanding parking tickets and penalties.
