All designated metropolitan planning organizations, including the Mecklenburg-Union Metropolitan Planning Organization (MUMPO), are required every three years to update and maintain a transportation plan with a 20-year planning horizon. CDOT's previous plan, the 2020 Transportation Plan, was adopted on April 13, 1999. The 2025 Transportation Plan meets the requirements set forth in the Transportation Equity Act for the 21st Century (TEA21) (www.fhwa.dot.gov/tea21/sumcov.htm) enacted on June 9, 1998.
This plan covers the entire MPO area which includes the City of Charlotte, the towns of Davidson, Cornelius, Huntersville, Mint Hill, Matthews, Pineville, Stallings, Indian Trail and Weddington, and the unincorporated areas of Mecklenburg County and northwest Union County. In addition, the recently incorporated towns of Lake Park, Wesley Chapel, Marvin and Hembry Bridge are within the Metropolitan Planning Area.
In developing the Plan, the MPO was charged with identifying future multi-modal transportation needs based upon input from government staff, elected officials and area residents. These needs were entered into the 4-step computer travel demand model operated by the Charlotte Department of Transportation and crossed with the impacts of future population growth. The results of this model have determined conformity with Federal Air Quality Standards. The travel demand modeling of the 2025 Transportation Plan used the latest available land-use, employment and population statistics and projections. Charlotte DOT has continually maintained and updated travel demand models of the Charlotte-Mecklenburg area for more than 15 years.
The 2025 highway network identified in this Plan includes the existing network plus future improvements and new facilities that can be completed based on expected funding from federal, state and local sources. Plans for future facilities are financially constrained.
