Subject to the Registered Motor Vehicle tax are cars, trucks, motorcycles, trailers, etc. owned by either businesses or individuals. Effective January 1993, the North Carolina General Assembly created a special tax class for licensed motor vehicles and trailers.

The NC Division of Motor Vehicles (DMV) provides ownership lists to the county in which the vehicle or trailer is registered. The owner of the vehicle or trailer must pay the initial tax bill before registration can be renewed in the following year.

The main feature of NC General Statute 105-330 provides that the owner of a licensed vehicle or trailer will automatically receive a tax bill approximately three months after the license plate or license tag is originally issued or renewed. These tax bills are generated from information provided by the owner to the DMV.

In addition to other collection remedies such as wage and bank account garnishment, seizure of the vehicle, etc. for non-payment of this tax, the Tax Collector can "block" the registration renewal process at the DMV. A block will prevent the taxpayer from renewing the registration until all of the tax and penalties are paid in full.
