Phase (Completed March 2007)
Charlotte-Mecklenburg Storm Water Services (CMSWS) continues to work on the Planning Phase for the Myrtle/Morehead Storm Drainage Improvement Project. The Planning Phase consists of field surveying, evaluating the existing drainage systems to determine areas of flooding and erosion damage, evaluating alternatives to reduce flooding and erosion, and preparing a final recommendation. After preliminary reviews from the project report and recommendation, CMSWS has decided to explore additional alternatives for the project.
CMSWS is continuing to investigate and analyze additional alternatives for the Myrtle/Morehead Drainage Improvement Project. Currently, Storm Water is working on several different items:
- Benefit/Cost Analysis
- Floodproofing existing structures
- Rehabilitation of the existing drainage system
In addition to the analyses currently being studied, Storm Water is also working with a developer at the downstream project limits. This potential development may impact the existing and proposed alignments which may effect the alignment and location of the drainage system upstream. Before the recommendation and design of a resolution can begin, Storm Water will need to come to a resolution with the proposed development.
Design Phase (TBD)
Detailed construction drawings and exhibits will be prepared for every property that is affected by improvements. During this phase, many details must be addressed including the determination of specific pipe sizes and alignments, stream widths and lining types, inlet sizes and locations, utility relocations, tree removal and easement widths and locations.
A public meeting will be held to present the preliminary design to the neighborhood and to assist in starting the property easement/acquisition phase of the project.
Permitting Phase (On-going during the Design Phase)
During the permitting phase, the required water quality permits and certifications will be obtained from Federal and State agencies. Permit applications will be prepared and meetings will be conducted with the NC Division of Environment and Natural Resources and the US Army Corps of Engineers.
Property Easement/Acquisition Phase (TBD)
The City's real estate staff works directly with affected citizens to acquire Storm Drainage Easements (SDEs). The City requests that affected property owners grant SDEs to provide the City access to their property to perform needed improvements and future maintenance.
The project schedule for this phase depends almost entirely on the responsiveness of property owners. Timely responses from citizens and donations of SDEs will expedite the repairs. The bid phase will begin after all easements are acquired.
Bid Phase (TBD)
During the bid phase, the final plans will be circulated to qualified contractors for a competitive bidding process. By state law, the lowest responsible bidder is awarded the construction contract.
Construction Phase (TBD)
Construction will begin after the bid phase is completed. Efforts are taken to minimize disruption to property owners.
