Planning Phase (Completed December 2002)
City staff worked with US Infrastructure (USI) to plan the improvements in the Chantilly Phase IV Storm Drainage Improvement Project Area. These plans were based on citizen calls to 704-336-RAIN, responses to the neighborhood questionnaire and results of the storm event models performed by USI.
The consultant analyzed the problems and proposed several improvement alternatives. CSWS determined the final solution for the project.
Design Phase (Completed June 2004)
Detailed construction drawings and exhibits were prepared for every property that is affected by improvements. During this phase, many details were addressed including the determination of specific pipe sizes and alignments, stream widths and lining types, inlet sizes and locations, utility relocations, tree removal and easement widths and locations.
A public meeting was held on October 14, 2003 at Holy Trinity Lutheran Church to present the preliminary design to the neighborhood and to assist in starting the property easement/acquisition phase of the project.
Permitting Phase (Completed April 2004)
During the permitting phase, the required water quality permits and certifications were obtained from Federal and State agencies. Permit applications were prepared and permits were received from the NC Division of Environment and Natural Resources and the US Army Corps of Engineers.
The Chantilly Phase IV project also involves coordination with CSX to obtain a permit to work within the railroad right-of-way.
Property Easement/Acquisition Phase (Completed June 2004)
The City's real estate staff worked directly with affected citizens to acquire Storm Drainage Easements (SDEs). The City requested that affected property owners grant SDEs to provide the City access to their property to perform needed improvements and future maintenance. All required easements had to be acquired before any work began.
