Braeburn / Honegger Storm Drainage Improvement Project

The Braeburn/Honegger Project will improve storm drainage to reduce flooding to structures and streets. Streets affected include, Shepard, Redcoat, Braeburn, Honegger, Tuxedo, Wheeler, Alfred, Palace, Bearmore, Charter, Court, and Rocky Falls. This project is completed.

Objectives:
- Reduce street flooding at Braeburn Road, Redcoat Drive, Tuxedo and Honegger intersection, Alfred and Wheeler intersection, Palace and Bearmore intersection and Rocky Falls Road.
- Reduce structure flooding throughout the neighborhood.
Cost: $1,600,000

The Charlotte Storm Water Services (CSWS) project team will manage the Braeburn/Honegger Project through the phases listed below. Specific work is conducted during each phase while an emphasis is made on public involvement throughout the entire project.

Planning Phase (Completed January 2003) The project team selected areas to be improved in the Braeburn/Honegger Project area. These improvement areas were identified from citizen calls to 704-336-RAIN and responses to the neighborhood questionnaire.
City staff worked with engineering consultant Post, Buckly, Schuh, & Jernigan (PBS&J) to plan the improvements in the Braeburn/Honegger Area. In addition to citizen calls to 704-336-RAIN, and responses to the neighborhood questionnaire, these plans were based on results of the storm event models performed by PBS&J.

The consultant analyzed the problems and proposed several alternative solutions of which CSWS determined the final alternatives for the project. A public meeting was held on June 20, 2002, at Sardis Presbyterian Church to present the findings of the planning study to the neighborhood and gather citizen input.
Design Phase (Completed December 2004) Detailed construction drawings and exhibits will be prepared for every property that is affected by improvements. During this phase, many details must be addressed including the determination of specific pipe sizes and alignments, stream widths and lining types, inlet sizes and locations, utility relocations, tree removal and easement widths and locations.

A public meeting was held on March 11, 2004 at Sardis Presbyterian Church to present the preliminary design to the neighborhood and to assist in starting the property easement/acquisition phase of the project.
Permitting Phase (Completed December 2004) During the permitting phase, the required water quality permits and certifications will be obtained from Federal and State agencies. Permit applications will be prepared and meetings will be conducted with the NC Division of Environment and Natural Resources and the US Army Corps of Engineers.

Property Easement/Acquisition Phase (Completed February 2005) The City's real estate staff is working directly with affected citizens to acquire Storm Drainage Easements (SDEs). The City requests that affected property owners grant SDEs to provide the City access to their property to perform needed improvements and future maintenance.

The project schedule for this phase depends almost entirely on the responsiveness of property owners. Timely responses from citizens and donations of SDEs will expedite the repairs. The bid phase will begin after all easements are acquired.
Bid Phase (Completed March 2005) During the bid phase, the final plans will be circulated to qualified contractors for a competitive bidding process. By state law, the lowest responsible bidder is awarded the construction contract.
Construction Phase (Completed March 2006) Construction is complete.
