Phase III
The Andover Road Storm Drainage Project will improve storm drainage infrastructure throughout the neighborhood.  Storm water related problems in the area include road flooding, house flooding, and channel erosion.  Proposed work in Phase III includes pipe and culvert replacements and channel cleaning and stabilization.  Streets in Phase III include:  Ferncliff Road, Coventry Road, Tyng Way, and Chelmsford Road, Andover Road, Randolph Road, Audubon Road, and Exeter Road.

Please note that this figure includes all costs associated with the project such as planning and design, utility relocation, consultant fees, construction, permits and landscaping.

The Charlotte-Mecklenburg Storm Water Services (CMSWS) project team will manage the Andover Road (Phase III) Project through the phases listed below. Specific work is conducted during each phase while an emphasis is made on public involvement throughout the entire project.

Planning Phase (Completed August 2005)
Charlotte-Mecklenburg Storm Water Services (CMSWS) worked with The Isaacs Group (Isaacs) to plan the improvements in the Andover Area.  These plans were based on citizen calls to 704-336-RAIN, responses to the neighborhood questionnaire and results of the storm event models performed by Isaacs.

A public meeting was held on May 24, 2005 to present the proposed improvements and obtain property owner feedback.

Design Phase (Completed March 2007)
Detailed construction drawings and exhibits are prepared for every property affected by improvements.  During this phase, many details must be addressed including the determination of specific pipe sizes and alignments, stream widths and lining types, inlet sizes and locations, utility relocations, tree removal and easement widths and locations.  A public meeting was held on April 25, 2006 to present the preliminary plans and begin the easement phase.

Permitting Phase (Completed March 2007)
During the permitting phase, the required water quality permits and certifications are obtained from County, State and Federal agencies.  Permit applications are prepared and meetings are conducted with the NC Division of Environment and Natural Resources and the US Army Corps of Engineers.

Property Easement/Acquisition Phase (Completed March 2007)
This phase was kicked-off with a public meeting held on April 25, 2006.  The City's real estate staff works directly with affected citizens to acquire Storm Drainage Easements (SDEs).  The City requests that affected property owners grant SDEs to provide the City access to their property to perform needed improvements and future maintenance.

The project schedule for this phase depends almost entirely on the responsiveness of property owners.  Timely responses from citizens and donations of SDEs expedite the repairs.  The bid phase begins after all easements are acquired.

Bid Phase (Completed July 2007)
During the bid phase, the final plans are circulated to qualified contractors for a competitive bidding process.  By state law, the lowest responsible bidder is awarded the construction contract.

November 21, 2008 - Andover Phase III Storm Drainage Construction Update
Ferebee Corporation plans to work Monday through Wednesday of next week and be off Thursday and Friday for Thanksgiving.

The drainage pipes are installed along Coventry through the intersection with Exeter.   Next week, weather permitting, Ferebee will continue to install the drainage system along Coventry between Exeter and Audubon and complete some driveway work.  After Thanksgiving, they will install curb at Exeter and Coventry and install the water line at Exeter.  The water will have to be shut down for the water line work and the affected residents should receive water outage notices at least 72 hours in advance.  Once this is complete, they will begin the asphalt work between 1510 and 1550 Coventry.
