Toby Creek Greenway Project

 

Notice to Bidders

Sealed proposals will be received until 3:00pm, on November 18, 2009 in the office of Real Estate Services Department, 3205 Freedom Drive, Suite 101, Charlotte, NC 28208 for the construction of the Toby Creek Greenway at which time and place Bids will be opened and read aloud.  Single-prime, lump sum bids will be taken for construction as indicated in the bidding documents.  Proposals must be made on standard forms furnished by the County.  The project is located at University of North Carolina at Charlotte, 9201 University City Blvd., Charlotte, NC 28223-0001.

The Contractor can purchase the Bid Documents consisting of documents, Specifications and Drawings from Torrence Printing, 227 W. 4th St. Charlotte, NC 28202, (704)-333-3009. The cost of the Bid Documents is Non-refundable.

Plans and Specifications shall be on file at Charlotte AGC, McGraw-Hill Construction, Metrolina Minority Contractors Resource Center and the Mecklenburg County M/W/SBE Program office.

Bid, Performance, and Payment & Material bonds shall be required for this project.

The laws of North Carolina and applicable regulations of various Licensing Boards and NCDOT DBE provisions and other State and Federal provisions will be observed in receiving bids and awarding contracts.

Bidder Pre-Qualification

All contractors bidding on the project must be pre-qualified by the NC Department of Transportation, either as a “pre-qualified bidder” or “subcontractor.” All subcontractors must be per-qualified by the Department. If the project cost is estimated to be over $1.2 million, then all contractors must be pre-qualified as a “Pre-qualified Bidder.”  To find contractors prequalified by NCDOT, got to https://apps.dot.state.nc.us/vendor/directory/default.aspx.

Note: All Prime contractors must have a Dun and Bradstreet D-U-N-S Number in order for ARRA reporting to be accurate (see http://fedgov.dnb.com/webform).

 

DBE Requirements & Pre-Bid Meetings

The Disadvantaged Business Enterprise (DBE) goal for this project is 8%. Subcontractors must be certified by the NCDOT as a DBE in order for their participation to count towards the goal. To find DBE’s certified by NCDOT, go to  https://apps.dot.state.nc.us/vendor/directory/default.aspx.

A pre-bid meeting shall be held on site at 10:30 A.M. on November 9th, 2009, at the Kirk Farm Fields parking Lot, 201 East Mallard Creek Church Rd., Charlotte, NC. Please contact William Richmond at 704-336-4530 for directions.
