Purpose of Plan
The City of Charlotte is beginning work on an Area Plan for a portion of the Independence Boulevard Corridor.  The purpose of the plan is to develop land use and accessibility strategies to help position the corridor for growth and reinforce existing neighborhoods for continued stability and livability.  

The focus of the area plan is not to reevaluate existing plans for rapid transit or highway improvements.  However, the development of sustainable land use scenarios will likely require some changes to roadway access and connectivity.  

Land Use and Infrastructure Study
The area plan is intended to build upon the work completed in the Independence Boulevard Land Use & Infrastructure Study completed in April 2007.  That study discussed the potential land use and regulation related effects of converting Independence Boulevard into a limited access expressway, particularly the effects of the transitional setback requirement on future development. It also evaluated the access levels of various parcels along the corridor and analyzed how private property access might be affected by the highway conversion. Additionally, the study assessed the market depth of various land uses within the study area to better target future planning and economic development strategies for redevelopment.  

Public Input Opportunities
The consulting firm of Glatting, Jackson, Kercher and Anglin is leading the area planning process and will be providing several opportunities for citizens to be involved: 

  • Beginning in mid-May 2008, the consultants interviewed area stakeholders and met with neighborhood leaders to hear their thoughts about issues and opportunities and their ideas for the future of this area.  
     
  • On June 24, 2008 and July 14, the City held a public meeting for citizens to work with the consultants to develop a community vision and goals for the plan area. 
  • A Citizen Advisory Group is now working with staff and the consultant team to develop the plan.
  • Additional public meetings will be scheduled during the Fall and Winter.
