Model Vision - Good Streets & Public Transit
Goal:  Good streets, reliable public transit and a system of sidewalks to support all neighborhoods.
1.  Model Neighborhood Indicator:  Transportation network supports varied transportation users including children and people with disabilities.
 
Standard Service Delivery
  • EZ Rider service offers connecting services in neighborhoods to various locations, including transit stops.
  • Special Transportation Services provides door-to-door service for Americans with Disability Act eligible citizens.
  • Charlotte Department of Transportation (CDOT) continues to add pedestrian signals.
  • CDOT and Charlotte Area Transit System (CATS) work with Advocacy Council for Persons with Disabilities to install accessible crosswalk signals for people with disabilities.
  • All new CATS buses and light rail vehicles will be wheelchair accessible and outfitted with automatic audible announcement systems that aid people with visual disabilities.
  • Most CATS buses and all light rail vehicles will be stepless "low-floor" vehicles, providing easier access for seniors, people with disabilities and children.

What Neighborhoods Can Do:
  • If a neighborhood is not transportation friendly, contact the appropriate City department to evaluate.
 
2.  Model Neighborhood Indicator:  Sidewalks are adequate.

Standard Service Delivery
  • Sidewalks are recommended on at least one side of the street in existing neighborhoods.
  • Sidewalks are required on both sides of the street in new subdivisions.
  • The Charlotte Department of Transportation (CDOT) will install sidewalks in accordance with one of six circumstances:  Capital Improvement Program enhancements, City roadway projects, land development requirements, individual property owner installation and neighborhood assessment.  CDOT inspects and will repair sidewalks if they are a safety hazard.

What Neighborhoods Can Do:
  • Evaluate sidewalk needs and contact CDOT to address as appropriate.
 
3.  Model Neighborhood Indicator:  Adequate, safe and appropriately designed bus stop facilities, including lighting and signage around bus stops and shelters.

Standard Service Delivery
  • The Charlotte Area Transit Systems (CATS) standard is six to eight bus stops per mile for areas outside the Central Business District (CBD).  Within the CBD and other high-activity areas, stops are placed much closer.
  • Bus shelters will be provided at locations with at least 70 daily boardings, and benches will be provided at stops with at least 35 daily boardings.
  • CATS will install and maintain 750 new and replacement shelters over the next five years.  More than 4,000 new signs are in place.  CATS attempts to place shelters at locations where lighting already exists and new shelters do not block site distances.

What Neighborhoods Can Do:
  • Report any suspicious activities related to vandalism at bus stops and shelters and make recommendations for additional benches and shelters.
 
4.  Model Neighborhood Indicator: Cut through traffic is kept to a minimum.

Standard Service Delivery
  • Streets experiencing heavy cut through traffic are encouraged to contact Charlotte Department of Transportation (CDOT) for an assessment for traffic calming techniques that might be used.
