Model Vision - Adequate Housing
Goal:  All residents have the opportunity to reside in housing that is clean, adequate and safe.

1.  Model Neighborhood Indicator:
Opportunities for homeownership are available at many income levels.

Standard Service Delivery
  • Neighborhood Development offers housing programs, financial assistance and counseling for residents wishing to purchase a home that is affordable.
  • Residents can receive rehabilitation loans at below-market rates and/or use the HouseCharlotte Program to purchase a home.
  • Residents must meet income criteria to apply.

  • Local housing programs provide opportunities for low and moderate-income families to gain access to rental and homeownership units.

What Neighborhoods Can Do:
  • Organize and partner with non-profit organizations and work with Neighborhood Development on housing development policies to improve local housing stock.

3.  Model Neighborhood Indicator:
  Dilapidated structures are demolished in a timely manner and ordinances that do not allow property owners to subvert the service process.

Standard Service Delivery
  • Inspectors enforce the City's Housing Code.
  • All owners are given 60 days to repair homes.
  • The Housing Code, pursuant to State statutes, permits owner occupants up to one year to repair a home, while landlords are given up to six months to repair a home.
  • Property owners may be fined or taken to Environmental Court for non-compliance.
  • City Council can order a house demolished if repair costs are 65 percent greater than the tax value.

What Neighborhoods Can Do:
  • Inform residents of what constitutes a City Housing Code violation and how to report possible violations.
  • If a housing unit is below the City's Housing Code Standard, Housing Code inspectors may inspect the property through referral by the community police officer or a neighborhood petition signed by five residents stating reasons for inspection.

4.  Model Neighborhood Indicator:
  Policies that support elderly residents' maintaining homeownership.

Standard Service Delivery
  • Neighborhood Development provides assistance on low-interest rehabilitative loans to elderly homeowners whose properties violate housing codes.

5.  Model Neighborhood Indicator:  New housing styles that reflect the character of the neighborhood.

Standard Service Delivery:
  • The Charlotte-Mecklenburg Planning Commission and Neighborhood Development can enter into discussions with potential developers regarding new housing styles.
  • These departments work with neighborhoods undergoing revitalization efforts to address this concern.
  • Neighborhoods with covenants or historical designation can legally restrict housing styles or newly developed property.
