A Charlotte native, Shaw was a tire and battery dealer.

During his Administration:

• Bonds were approved for Ovens Auditorium and the Charlotte Coliseum (now Independence Arena) on Independence Boulevard.
• Douglas Municipal Airport was expanded.
• WBTV went on the air as the Carolinas' first television station.
