Beginning July 1, 2009, commercial projects entering the Mecklenburg County Code Enforcement Plan Review process will no longer be subject to a formal gatekeeping review.  Customers will be responsible for reviewing the self-gatekeeping checklist to ensure all necessary information is present on the construction drawings and all necessary accompanying paperwork is incorporated into the submittal sets.

This change derives from the 2008 Proposed Commercial Plan Review Revisions, which strives to streamline the Plan Review process for our customers.  This change should result in shorter submittal wait times and less time spent in the Mecklenburg County Code Enforcement lobby.

If projects are received that require Mecklenburg County to roll, organize, staple, or other wise prepare for submittal, the project will be subject to the hourly rate charge of either the employee's hourly rate for regular time x 1.39 or 1.5 times the employee's hourly rate for overtime, per Section 47 a.1 of the Land Use and Environmental Services Fee Ordinance.

ALL FED EX, DHL, UPS, COURIER Sent/Shipped Projects shall comply with the following:

1.  Each Box/Bag must have an exterior label stating the following:

• Name of project (same as on review application)
• Assigned project number from Mecklenburg County
• Name of assigned Mecklenburg County project coordinator.

2.  Maximum weight of any one Box or Bag is 40 lbs

3.  Deliveries must be AM. (Any received PM Eastern shall be held until the following working day for processing)

4.  Sets of plans must be stapled (no loose sheets)

5.  Each plan set shall be rolled separately:

• Two sets shall be rolled "print side out"; these are the "wet sealed" sets.
• Other additional sets shall be rolled "print side in".

6.  Required paperwork must be included with sent project plans:

• Self-Gatekeeping Checklist, completed/signed
• Building Permit Application(s) or Trade Permit Application(s); as applicable to project
• Specifications or Project Manuals; as applicable to project
• Special information per project (Equipment cut sheets, Soil test(s), Hydrant flow test, menus, etc)

Most Common Reasons Projects Fail to Submittal Requirements:

Appendix B, North Carolina State Building Code Summary

1.  Project did not have required Appendix B.
2.  Appendix B not current 2009 version.
3.  Appendix B not properly filled out/completed.
4.  Appendix B in conflict with project drawings (i.e.: construction type on Appendix B different than shown on plan sheets).
5.  Appendix B not on full sized plan sheet.

Building Permit Application

1.  All projects submitted for plan review must have a Building permit application filled out and with plans.
2.  Building permit must match scope of project plans.
3.  Building permit failed to have estimated total project cost shown.
4.  Address of project in conflict with Appendix B address and /or address verification form.

OnSchedule Review Application

1.  Application stated specific scope of project and Building permit(s) and/or plans state different scope of work for project.
2.  Project came in missing correct number of plan sets for review.
3.  Project came in missing additional site plans for City of Charlotte.

Plan/Drawings

1.  Plans issued "Not for Construction" or "For Bid" or "For Permit", etc.  Must be "For Construction".
2.  Plans missing professional seals, where required.
3.  Plans not minimum 18" x 24" sized plan sheets.
4.  Plans incomplete for scope of work to be permitted. Missing Civil, Plumbing, Electrical, etc.
5.  No Key plan showing "area of work" for project.
6.  No sprinkler information on reflective ceiling plans for upfits, renovations and/or alterations, where required.
7.  No fire alarm sheets, devises, riser diagrams, and sequence of operation.
