The licensing laws of North Carolina require that the replacement of water heaters  and  HVAC equipment shall be performed by licensed individuals. These replacements shall have permits obtained and the work shall be inspected for Code compliance  by Mecklenburg County Code Enforcement .  This is a state licensing regulation and permitting requirement  for this work .
