The benefits described below may be employer-paid, employee-paid or a combination of both.
Medical
The City of Charlotte offers two medical options designed to help protect you and your family against the high costs of medical treatment and hospitalization.
The City's medical plan options are administered by Aetna and Wellpath.
You may be eligible to participate if you are an active regular employee of the City and you are scheduled to work at least 30 hours per week. You may also cover eligible dependents.
Dental
The dental coverage offered by the City is designed to help you and your family with preventive, basic and major dental services. The City's dental coverage is administered by Benefit Management Services (BMS).
You may be eligible to participate if you are an active regular employee of the City and you are scheduled to work at least 30 hours per week. You may also cover eligible dependents.
Voluntary Vision Program
The City of Charlotte offers a voluntary Vision Care Program which is administered by VSP. There are also discounted vision care programs as part of our medical coverage that is separate from VSP.
You may be eligible to participate if you are an active regular employee of the City and you are scheduled to work at least 20 hours per week. You may also cover eligible dependents.
Prescription Drug Program
The City offers a prescription drug program that is administered by CVS/Caremark and is open to employees and their dependents who are covered under the City's health plans. You may not elect the prescription drug coverage without participating in one of the City's medical plans.
The premium for medical insurance covers the pharmacy benefit. There is a $2,000 maximum copay expenditure per person for covered prescriptions from Jan. 1- Dec. 31, 2007 (City pays 100% of covered prescriptions for the remainder of the calendar year after maximum is met).
Flexible Spending Accounts
The City of Charlotte offers a voluntary Flexible Spending Account (FSA) Plan through Benefit Management Services (BMS), which allows you to use tax-free dollars to purchase or be reimbursed for certain health care and dependent care expenses. It's a benefit that saves you money by reducing your taxable income and increasing your spendable income. The Plans give you the opportunity to set aside pre-tax dollars to:
- Be reimbursed for eligible out-of-pocket or non-covered medical, vision, dental and orthodontic expenses (the Uninsured Health Care Reimbursement Account)
- Be reimbursed for dependent care expenses (the Dependent Care Reimbursement Account is for childcare or elder care services)
FSA falls under IRS guidelines; please see the FSA Plan for issues concerning qualifying family status changes.
All regular employees who work at least 20 hours or more per week are eligible to participate in the FSA. You may participate in the entire program or any part that you feel best suits your needs.
Employee Assistance Program
The City offers a free confidential Employee Assistance Program to all medical insurance eligible employees and their household members through Business Health Services (BHS). In addition to individual and family counseling, enhanced services include referrals for childcare, eldercare, legal and financial services.
Wellness Works
Wellness Works is part of your benefits package as an employee of the City of Charlotte. This comprehensive employee wellness program is designed to provide you with the knowledge, resources and motivation you need to be a part of the City's healthy workforce.

Long Term Care Insurance
The City offers a voluntary Long Term Care Program through Prudential Financial. Long Term Care Insurance helps to pay for the cost of custodial care in a nursing home, assisted living/residential care facility or at home – costs that are not usually covered by medical plans or government sponsored plans, such as Medicare or Medicaid.
Eligible employees can enroll and can also purchase coverage for their spouse, parents, and other eligible dependents. Eligible employees are those working at least 20 hours/week. Long-term temporary employees working 1000 hours/year for 2 years are also eligible.
