The list of data layers is presented alphabetically for quick access. This is not the sequence that they appear in the map layer list. Click on the layer name to jump to a more complete description.

To view the layer list, click on the Layers Data Tool to the right of the map. The user may select as many data layers as desired and then click on the Refresh Map button. While multiple layers may be selected, this is not always desirable. Some layers are better viewed by themselves or with only a few other layers. The user will have to experiment to see what works best.

The layer list will change based upon the map extent. A full map extent view of Mecklenburg County will offer only eleven data layers. As the user zooms into the map, additional layers will be added to the list and some will be removed. The positioning of the labels of some data layers is sensitive to the map positioning. For example, when the ZIP Code layer is enabled, you may have to zoom out far enough so that the ZIP code label can be viewed.

2004 Aerial Photography
Full color digital aerial orthophotography, rectified to the Earth's surface, and seamlessly integrated into GIS. These images have been resampled to fit accurately onto the County's ground coordinate grids (see Engineering Grid) with very high pixel resolution. These photographs have been contractually created and are updated every one or two years depending upon available funding. Photographs are usually taken in very early spring before the leaves come out to obscure overhead vision.    Whenever a year is specified, as in 2002 Aerial Photography, this refers to the year that the photography was taken. The 2001 photography was taken in February of 2001. The 2002 photography was taken in March of 2002 and is expected to be available to the public by mid November. Aerial photography usually takes one to two weeks. Because of the sun angle at that time of year, vendors can only fly for about four hours a day.   Since clear conditions are required, weather can be a big factor with photo capture conditions.

Building Footprints
The outline of structures. These are created from aerial photography and are updated when the aerial photography is updated. Therefore, new or recent construction may not be visible.

Census Tracts
Official Census tract boundaries as defined and published by the United States Census Bureau. Census tracts are small-area geographic areas used for aggregating and reporting population, housing, and other demographic or building data. During the official census, the Census Bureau collects demographic information related to each Census tract such as population, income, and housing.

Charlotte Historic Districts
Four of Charlotte's most significant older neighborhoods have been designated by Charlotte City Council as Local Historic Districts in recognition of their importance in the history and character of the city.   These include Dilworth, Fourth Ward, Plaza-Midwood, and Wessley Heights. The purpose of these districts is to assure that development and renovation occurs in a manner that is consistent with the character of the neighborhood. Community Floodplain
This floodplain represents the extent of flood waters for the 100 year flood event with ultimate build out factored in. Under Mecklenburg County Floodplain Regulations, construction on any lot within this floodplain must be a minimum of one foot above the FLUM 100 year elevation.

Engineering Grid
These are horizontal and vertical grid squares that overlay the land mass of Mecklenburg County. Columns are labeled A-Z and the rows are numbered 1-48. Each grid is called by its coordinates (e.g. P26 and F11). Various engineering and mapping processes (such as topographic mapping, planimetric mapping, and aerial photography) are tied to these grid coordinates. The grids were locally devised and tied to the North Carolina Grid System (part of the North Carolina Geodetic Survey) and set to 4000 feet by 6000 feet to allow a 1" = 200' plot .

Engineering Preliminary Plans
A preliminary plan added to GIS is a single-family, multi-family, mixed-use, or commercial plan that has been approved for construction. These plans are prior to recordation, and revisions could still be submitted for re-approval. Mapping these plans is the first step in assigning 911 address points.

FEMA Floodplain
Federal Emergency Management Agency (FEMA) one hundred year floodplain for Mecklenburg County, North Carolina. These floodplains are used for insurance purposes and it is possible that some building restrictions may exist for properties inside the floodplain.

Greenways
Greenways are a source of natural preservation within Mecklenburg County and are often converted into nature trails, bike trails, parks, and other recreational services. Greenways feature paths and trails of various kinds, often of relatively long distances, based on natural corridors as well as abandoned railroad beds and other public rights-of-way. Trails and routes often have scenic quality as they pass through diverse and visually significant landscapes.

Parcel Number Labels
Unique GIS Parcel Number labeling for those incidences where multiple structures exist within a tax parcel, such as condominiums or business malls.   This number is a key field that can be linked to other city/county databases. The parcel numbers label is based on map scale.

Railroad ROW
Railroad rights-of-way (ROW) used for the construction, maintenance, or operation of railroads and associated property necessary for the operation of side tracks and appurtenances. These rights-of-way allows for the continuance use of these areas for freight or passenger railroad transportation. A railroad rights-of-way confers upon the railroad company rights that may restrict a landowner's use of those portions of land affected by the easement.

Spheres of Influence
Spheres of Influence are the boundaries where each city and town has or will have zoning jurisdiction. It is what the incorporation will look like when no more annexations can occur. Each city and town in Mecklenburg County has areas of influence that extend beyond its borders for planning and zoning purposes.

Sales by Deed Year
Property sales color-coded according to the year of the sale. This information is extracted from the recorded deed. Years are calendar years and are labeled in the map legend (click on Map Legend button to the right of the map). Sales prices will automatically be labeled inside the map whenever this option is chosen. Sales prices may be "qualified or "unqualified". A qualified sale is normally a one-owner, one-home, one-parcel sale. An unqualified sale may involve more than one homeowner of the property or the homeowner may have multiple parcels included in the sale. Sales prices can also be obtained from the Register of Deeds website. Sales prices can usually be determined by the deed stamps on the recorded deed.

SWIM Buffer
Surface Water Improvement Management (SWIM) stream buffers. A Mecklenburg County requirement for controlling development along rivers and streams. These buffers exist to help control runoff and pollution into Mecklenburg County's water resources. No new construction is allowed within the SWIM buffer area.

Tax Parcel Easements
An easement is a legal agreement a property owner makes to restrict the type and amount of development that may take place on his or her property. The easement spells out the rights the landowner retains and the restrictions on use of the property. Each of these rights and restrictions is negotiated between the landowner and the organization holding the easement.

Utility ROW
Utility rights-of-way (ROW) for Mecklenburg County. These include rights-of-way for AT&T, Piedmont Natural Gas, Duke Energy, Mecklenburg County water mains, and Charlotte Mecklenburg Utilities water lines. Examples of utility rights-of-way include power transmission lines, pipelines, and telecommunication lines. A utility right-of-way confers upon the utility company a right to use the landowner's property in some way. These rights may also restrict a landowner's use of those portions of land affected by the easement.

Zoning-Charlotte-Mecklenburg
Zoning districts and maps made with due consideration of future growth, development, and change in land development in accordance with objectives as defined by the Charlotte-Mecklenburg Planning Commission. Zoning consists of dividing the community into districts (residential, commercial, and industrial) and regulating within such districts the permitted uses of land, lot sizes, density, yard requirements, building heights, parking, accessory uses and buildings, and other requirements. The purpose of zoning is to conserve and promote the health, safety, and welfare of the people of the community through reasonable standards to which buildings must conform.
