The 2L Program section of the Mecklenburg County Health Department is designed and intended to maintain and preserve the quality of the groundwater, prevent and abate pollution and contamination of the groundwater, and protect public health. It is intended to protect all groundwater to a level of the highest quality.

REPORTS
Any person or place of business subject to the requirements for corrective action shall submit to the Mecklenburg County Health Director a written report that describes:
(1) results of the investigation specified (2) a description of the sampling procedures followed (3) methods of chemical analyses used (4) all technical data (5) results of the predictive calculations (6) proposed methodology and timetable associated with the corrective action

CORRECTIVE ACTION PLANS
Where groundwater quality has been degraded, the goal of any corrective action shall be to restore to the level of the standards.
(1) Any person conducting or controlling an activity which results in the discharge of a waste or hazardous substance or oil shall take immediate action to terminate and control the situation and notify the Division Of Waste Management immediately. (2) Immediately notify the Division Of Waste Management of any activity that has resulted in the increase of the contaminant concentration levels. (3) Submit all reports to the Mecklenburg County Health Director assessing the cause, significance, and extent of the violation. (4) All Corrective Action Plans shall be submitted to the Mecklenburg County Health Director. (5) All site assessments conducted pursuant a violation shall be submitted to the Mecklenburg County Health Director including the source of contamination, any imminent hazards to public health, all exposure pathways, the extent of soil and groundwater contamination, and geological and hydrogeological features influencing the movement, chemical, and physical character of the contaminant. (6) All Notices of No Further Action from the Division of Waste Management shall be submitted to the Mecklenburg County Health Director.
