No construction, renovation or addition to any building or structure, other than one and two family detached dwellings, within the City limits of the City of Charlotte shall be made without compliance with the regulations contained herein. In addition, no unattended service station shall exist without meeting the requirements, terms and conditions contained herein.
Unattended Service Stations
Unattended service stations not open to the public shall be permitted by the Fire Marshal subject to the following:
(a) The facility shall comply with all applicable provisions of the NFiPA 30, Flammable and combustible Liquids code, NFiPA 30A, Automotive and Marine Service Station Code, and the North Carolina State Building Code, Volume V-Fire Prevention.
(b) Fueling transactions shall be subject to review by the Fire Marshal.
(c) Accounts shall be of the commercial type operating with a business license.
(d) All accounts shall be under contract with the facility station operator for a minimum volume of 300 gallons per month for a minimum four (4) vehicle fleet exempting company employees.
(e) The fuel dispensing area shall have photocell lighting for personnel safety and/or safe equipment operation.
(f) A telephone with 911 access shall be accessible from pump dispensers and its accessibility shall be approved by the Fire Marshal.
(g) The fuel dispensing area shall be clearly posted with emergency numbers, site operator's phone numbers, and the address of the site to report malfunctioning equipment.
(h) The Fire Marshall may impose reasonable provisions to promote safety and to prevent spillage during fueling operations.

(f) The Fire Marshal may impose reasonable provisions to promote safety and to prevent spillage during fueling operations.
(g) A video screen, of minimum Liquid Crystal Display (LCD) quality, with 2-way audio communication shall be installed on each side of each dispenser.
(h) A minimum of 4 Closed Circuit Television (CCTV) cameras, all with pan tilt and zoom capacity shall be installed.
(i) The video screens, CCTV site cameras, and 2-way audio communication shall be monitored by an U. L. listed Central Station.
(j) Each fuel dispenser shall have 2-way audio communication and a "Push to Call" sign at each dispenser. The customer shall be able to visually see and communicate with the person at the Central Station on the video screen mounted at each dispenser.
(k) The Central Station shall have the capability of zooming in on the fueling customer at any dispenser at any time.
(l) The CCTV, video screen and 2-way communication system shall provide the fueling customer with a "Virtual Operation" by being able to talk to and see the Central Station personnel on the video screen.
(m) The Central Station shall contact the Fire Department and Owner as needed for emergency situations.
