UASI


The Urban Area Security Initiative (UASI) program for Charlotte is a Homeland Security program that links Charlotte Mecklenburg to other surrounding counties to help prevent any kind of terrorist threat.

The main focus of the UASI program, is to make information of terrorist threats easily accessable to the people who need to know.  In these moments, every piece of information is needed as quickly and precisely as possible.  With the UASI, this speeds up the information process between Charlotte and it's surrounding areas.

UASI is used to:

  • Promote WMD awareness in the first responder community.
  • Promote community empowerment to prevent, prepare for and respond to WMD incidents/threats.
  • Improve information and intelligence gathering and sharing among government and key citizen stakeholders.
  • Recognize and counter terrorist threats.
  • Utilize existing government organizations and systems to ensure coordination and involvement of all first responder disciplines.

    To Protect:

    • Improves partnerships with private industry partners and accelerate infrastructure assessments of privately owned critical infrastructure.
    • Reduces the vulnerability of critical infrastructure and key resources in order to deter, mitigate or neutralize terrorist attacks, major disasters, and other emergencies.
    • Implements target hardening activities at critical facilities, both government and private, based upon critical infrastructure assessments and national threat assessment information.

    To Recover:

    • Develop, enhance and exercise recovery plans and procedures.
    • Develop plans to re-establish essential services, including the reconstitution of government operations and services.
    • Develop, coordinate and execute service and site restoration plans.
    • Provide housing, medical care and needed social services to victims and other affected persons.
    • Evaluate incidents to identify improvements for plans and emergency operations.

    To Respond:

    • Provide an adequate and appropriate protective equipment to first responders and ensure that response systems, including communications equipment, are interoperable based on state equipment standards.
    • Standardize and integrate response systems to improve coordination of mutual aid response for disasters of any type.
    • Complete emergency response and mitigation plans designed to limit the loss of life, protect property and meet basic human needs.
    • Ensure full and complete involvement of the appropriate public and private sectors in the areas of intelligence sharing, active criminal investigation, medical prevention and treatment activities and all such actions necessary to preempt, interdict and apprehend perpetrators.
