Deputy Fire Chief Jeff Dulin

Jeff Dulin has been in the fire service for 27 years including 25 years as a volunteer firefighter in Mecklenburg County. He joined the Charlotte Fire Department in 1983 and was assigned to the Department's Heavy Rescue Company. In 1988, Jeff was promoted to the rank of Fire Captain and served two years on the Department's Hazardous Materials Response Team. He served another two years as a Training Officer, responsible for Recruit Training and Department-wide Rescue Training, before going back to Heavy Rescue as a Captain.
In the early 1990's Jeff helped to develop the department's Swift Water Rescue Training Program. This was one of the first department wide training programs in the country. Jeff worked to incorporate the Swift Water Training throughout North Carolina and became part of the state's Emergency Response Team.

In 1996 Jeff received the Higgins and Langley Swift Water Award from the National Association for Search and Rescue. In 1997, Jeff was promoted to the rank of Battalion Chief and became active in the National Fire Academy's first Terrorism Response training for First Responders. Jeff led the Charlotte Fire Department in the development of the Charlotte Mecklenburg Advanced Local Emergency Response Team (ALERT), a multi-agency, multi-discipline Anti-Terrorism Unit. In 2000, Jeff was assigned full time to oversee the Department's terrorism response training, as well as rescue and haz-mat services. During this time Jeff developed the department's Urban Search & Rescue team which is the only one of three in the state. Jeff also developed the department's Regional Hazardous Materials Response Team.

In December 2002, Jeff was promoted to the rank of Deputy Fire Chief. He currently oversees Emergency Management, EMS Liaison, the department's Special Operations and the Training Division. In addition, Jeff oversees the N.C. Regional USAR-3 Team and the N.C. 7th Regional Haz-Mat Team both housed in the Charlotte Fire Department.
Jeff's educational background includes an Associate's degree in Fire Science from Central Piedmont Community College and a Bachelors Degree in Fire Administration from the University of Maryland. Jeff is currently working on a Masters in Public Administration from UNCC. Jeff serves on the N.C. Terrorism Task Force, the N.C. Regional Haz-Mat Response Team Committee, and the N.C. Urban Search & Rescue Task Force Committee.

Recently, Jeff has been involved with the Federal Emergency Management Agency, the International Association of Fire Chiefs and the Office of Homeland Security, in the preparation of America's First Responders for Domestic Preparedness. Jeff also has worked with the Police Executive Research Forum on Police and Fire cooperative programs.

Jeff has been a champion for community service in his involvement in the United Way and the Arts & Science Council. Jeff served as the citywide chairperson for the City of Charlotte's 2000 United Way Campaign. Jeff earned the rank of Eagle Scout in the Boy Scouts of America in 1978, and he continues to serve as a Boy Scout Leader in the Mecklenburg County Council.
