The Administrative Division is headed by Deputy Chief Rich Granger.  The Deputy Chief of Administration is responsible for the Business Office, Planning and Research, Human Resources, the Safety Officer, and the Logistics Division.  The Deputy Chief oversees annexations, construction, and equipment management.

The Administration Division is responsible for providing administrative support for the entire Fire Department including budgeting, payroll, purchasing, planning/research, human resources, information technology and health and safety.

The division provides the following services:

Budget:

  • Prepares the Fire Department's operating budget. The City of Charlotte prepares a full budget every two years and updates the budget in the second year of the cycle.  
The Main office is located in uptown Charlotte.
  • Annexation budget is prepared every two years to address funding, equipment and personnel needs associated with the acquisition of new territory from the county into the city limits.
  • Prepares status reports for the operating and capital budgets during the year and monitors the operating budget monthly.
  • Provides information based on activity based costing techniques for the City's competition program.

Payroll:

  • Performs weekly payroll functions.
  • Coordinates health and dental insurance programs for the Fire Department.
  • Computes the payout for accrued vacation and sick leave when personnel retire.

Accounts Payable:

  • Performs cost analysis throughout the year, pays the department's bills, and arranges for funds transfers when needed.

Planning:

  • Identifies new station locations.
  • Performs research and analysis projects.
  • Manages the fire incident reporting system.
  • Researches data associated with annexation and works with the affected volunteer fire departments.
  • Handles the capital improvement budget.
  • Responds to the requests for updates on the Fire Department's Balanced Scorecard, used for measuring departmental performance.
  • Develops the strategic planning process, the business plan, and internal and external research projects.

Human Resources:

  • Processes documents for transfers, leaves of absence, and reassignments.
  • Administers the department's Firefighter Recruitment Program.
  • Assists in the development and administration of promotional processes.
  • Maintains information on the Family Medical Leave Act.
  • Maintains personnel records.
  • Provides write-ups for all promotions going to the Civil Service Board.
  • Assists in administering and monitoring the Public Safety Pay Plan and Broad Banding.
  • Assists in administering and monitoring performance management systems, performance appraisals, and management by results.
  • Coordinates training for all newly promoted supervisors.

Information Technology:

  • Writes specifications for new information technology systems.
  • Manages all IT projects/initiatives for the department
  • Represents CFD on all City/County-wide Technology Teams/Committees and Liaison to other City Departments
  • Takes care of systems development, and administration
  • Coordinates/Monitors helpdesk issues for appropriate/timely resolution
  • Manages departmental hardware/software/peripherals
  • Strategic, and Disaster Recovery Planning
    GIS Specific Services:
  • GIS Systems Administration for all GIS-specific applications, including implementation, development and support.
  • Maintains all CFD specific GIS layers and manages additional City and County GIS layers within a database structure to support CFD GIS systems and mapping requests.
  • Represents CFD on all City/County GIS related committees to ensure data integrity is maintained for all City/County data that may be accessed for CFD systems

Health and Safety:

  • Responsible for the management of firefighter health and safety
  • Responsible for compliance to applicable health and safety related standards and laws
  • Investigates firefighter injuries as needed
  • Coordinates vehicle accident review boards
  • Handles the "light duty" program
  • Manages data base for all firefighter injuries and department vehicle accidents
  • Provides awareness about health and safety issues for firefighters
