Sharon Kugelmass is a graduate of Washington University and New York University, where she received her Ph.D. in Public Administration with specializations in public policy and organizational development.  She actively consults on fund development projects for government and nonprofit agencies and participates in local program evaluations. 

Dr. Kugelmass helped design and implement New York City’s first geographic-based budget and district-based service delivery system, and served as the Mayor’s representative and research specialist on computer acquisitions. 

Sharon has taught at UNC-Charlotte, City University of New York, the New York State Governor’s Master’s Degree Program and the Mecklenburg County Emergency Medical Services Institute. She is currently grants writer and development coordinator for Mecklenburg County, where she has helped to raise over $30 million.
