It is the City's responsibility to maintain the community infrastructure.  That means that in an emergency basic services such as police and fire protection, safe roads, water and sewer service and garbage collection will receive the highest priority.

In an emergency, much of the operation of the City's resources will be directed by the Emergency Operations Center.  However, part of their task is to restore calm and normalcy to the community.
