Workforce Development

Finding quality, qualified workers is a goal for all businesses in Charlotte.  The Economic Development Office has oversight over the Charlotte-Mecklenburg Workforce Development Board (WDB) which operates local workforce development programs as well as workforce issues as identified by the community.  The WDB plays a major role in developing a workforce development system that meets the needs of the unemployed and underemployed citizens seeking to enter the workforce.

In addition the Economic Development Office administers the Mayor's Youth Employment Program which matches businesses and youth who are looking for summer employment.    We are currently looking for employers to sponsor a youth for the summer.  Please contact Dawn Hill, MYEP Manager, to shape the future of Charlotte's workforce. 
 

 

Workforce Services for Individuals
Adults
To be an eligible adult an individual must be 18 years of age or older, a United States citizen or eligible non-citizen, and in compliance with the registration provisions of the Military Selective Service Act.

Dislocated Workers

To be eligible for dislocated worker programs, must meet the adult eligibility requirement and has been terminated or laid off, or who has received a notice of termination or layoff, from employment as a result of any permanent closure of, or any substantial layoff at a plant, facility, or enterprise.

Youth
To be eligible for youth services, a youth must be aged 14 through 21, low-income, and possess at least one of six specified characteristics as follows:
  1. Deficient in basic literacy skills;
  2. School dropout;
  3. Homeless, runaway, or foster child;
  4. Pregnant or parenting;
  5. Offender; or
  6. Is an individual (including a youth with a disability) who requires additional assistance to complete an educational program, or to secure and hold employment.

Workforce services for employers:
Employers can benefit from the programs and services administered by local workforce development boards and operated through the JobLink Career Center.

Incumbent Worker Program
The program provides funding to established North Carolina businesses to provide educational and skills training for current workers.  It is designed to benefit the businesses by enhancing the skills of employees, thereby increasing employee productivity and the potential for company growth. An Incumbent Worker is an employed individual who is served with statewide Workforce Investment Act funds. A business may apply for more than one grant as long as the total for all grants in a program year does not exceed $37,500.  Applications and program guidelines are available at http://www.nccommerce.com/workforce.  Completed applications are to be returned to the local workforce development board for review and awards.

On-the-Job Training
Employers may wish to be directly involved in providing On-the-Job Training.  Employers are reimbursed up to 50% of an individual's wages for a pre-determined period of training.

Customized Training
Customized training is tailored to employers' needs, and may be negotiated through the JobLink Career Center system.  The employer must share in the cost of customized training.


JOBLINK Career Centers
North Carolina has developed a system of JobLink Career Centers to assist citizens in making informed choices regarding their careers and to assist employers in making decisions relative to their workforce needs.  JobLink Career Center offers a range of services options from self-service to-full service.  The JobLink Career Center hosts various federal, state and local workforce development programs in one location.  The JobLink partner agencies include:

  • Central Piedmont Community College
  • Charlotte Chamber of Commerce
  • City of Charlotte
  • Employment Security Commission
  • Mecklenburg County Department of Social Services
  • Goodwill Industries of the Southern Piedmont
