City and County Business Revitalization Programs

The City of Charlotte and Mecklenburg County offer a variety of economic development and business development programs for qualified businesses.  Financial assistance is based on geography, so please refer to the program page for specific information.


These programs consist of several capital improvement matching grant programs (below) that assist eligible businesses in undertaking improvements to the building from which the business operates, as well as a loan program  that can assist eligible businesses with start-up or expansion projects.

Primary eligibility in these City programs is determined by the type of, and the location of, the business.  It must be an eligible for-profit business operating from business, office, or industrial zoned property located within the eligible program geography.  Additional program details are available from each of the below links.

Brownfield Assessment Grant Program - provides 50% reimbursement up to $20,000 per site for environmental assessment activities that lead to site redevelopment.

Brownfield Tax Incentive - owners of Brownfield properties are entitled to the partial City and County property tax exclusions.

Business Corridor Liaison Program  - City liaisons coordinate City services in designated business districts, resolve business issues and connect businesses to community business resources.

Business District Organization Program - provides up to $10,000 in matching funds per year to eligible business district organizations for eligible operating/administrative expenses. 

Business Investment Program - provides grants to companies for investing at least $1.5 million in new or expanded services or processes and adding 20 jobs or more.

Facade Improvement Grant Program - 50% reimbursement (maximum award based upon building square footage) for renovation to a building's facade and/or to bring signage, landscaping or parking lots into conformance with current codes.

Security Grant Program - provides 50% reimbursement up to $3,000 for the installation of eligible security improvements.   Additional grant funds are available for retail shopping centers.

Storm Water Economic Development Program - provides partial to full funding for eligible storm drainage infrastructure improvements required by new development.
