Adult Medicaid & Food Stamp Programs


What is Medicaid? Medicaid is a medical assistance program that pays medical bills for people who meet certain eligibility requirements (such as income, age, or disability) which are based on Federal regulations and State law. Medical benefits may be authorized for services such as hospitalizations, physician services, medications and different levels of care in nursing and residential facilities.  

What are Food Stamps? The Food Stamp Program is a federal food assistance program that helps eligible low-income households buy the food they need for a nutritionally adequate diet. North Carolina monthly allotments of Food Stamp benefits are issued via an Electronic Benefit Transfer (EBT) card.  The card functions similar to a credit card which recipients can use to purchase food at participating stores.  Additional information about the program can be found on the US Department of Agriculture (USDA) website.
 
How to Apply for Services
Individuals can apply for Adult Medicaid or Food Stamps by visiting the Kuralt Centre (use the hyperlink to see address and hours). In an effort to provide outreach in locations more convenient to the elderly and disabled, individuals with accounts may also apply for Adult Medicaid at the following locations: 
 
  • Carolinas Medical Center on Blythe Boulevard
  • Presbyterian Hospital on Hawthorne Lane
  • Mecklenburg County Mental Health Center on Billingsley Road
  • Mercy Hospital on Vail Avenue

An Intake Specialist will guide the individual through the application process.  If a person is unable to visit one of our locations due to disability or illness, he/she can call the Citizen Information & Referral Line (704-336-3150) to request a home visit.  An individual can also send a representative to apply on their behalf.

What should you bring with you to interview? It is not a requirement to bring documents to the interview, however, it might be helpful to have on hand the following: copies of any relevant medical bills, proof of income, information about any resources (bank accounts, insurance policies, etc.), and your social security number.

Eligibility
Eligibility for Medicaid and Food Stamps is not solely based on income.  There are a variety of factors that determine someone's eligibility for a particular program.  All Individuals have the right to apply.  A Medicaid or Food Stamp worker will determine eligibility by reviewing each application and its associated documents.  Basic Medicaid eligibility requirements can be found on the North Carolina Department of Health and Human Services website.  Please keep in mind that the chart only addresses basic requirements, there may be other eligibility requirements which are not reflected on the chart. That is why it is best to apply and have your application reviewed by a Medicaid or Food Stamp worker.

Medicaid Program Descriptions
There are several program categories within Adult Medicaid.  Each category has different income and reserve requirements.  The categories are described below:
  • Medicaid for Adults (MAA) is for adults aged 65 and over.  If eligible, full coverage will pay for most medical needs.

  • Medicaid for the Blind (MAB) is for legally blind individuals.  If eligible, full coverage will pay for most medical needs.

  • Medicaid for Disabled Adults (MAD) is for those legally declared disabled.  If eligible, full coverage will pay for most medical needs.

  • Medicaid for Community Alternatives Program (M-CAP) pays for in home nursing care to those persons wanting to remain in the home instead of going to a nursing facility. 

  • Medicare Qualified Beneficiary (MQB) is for individuals who receive Medicare.  This partial coverage is also known as Medicare-Aid.  There are several types of MQB: 

    • MQB-B covers client's Medicare part B premiums only

    • MQB-E covers client's Medicare part B premiums only

    • MQB-Q covers client's Medicare premiums, deductibles, and coinsurance only

    • MQB-QI2 covers $2.23 of client's Medicare B premium only

  • Special Assistance to the Disabled (SAD) provides medical coverage to clients in rest homes or adult care homes.  

  • Long Term Care Medicaid helps pay for care in a facility which primarily provides inpatient medical care. 

What Does Medicaid Pay For?
Each program description above tells you generally what is covered.  However, specific or more detailed information about covered services can be found on page 23 of the North Carolina Consumer Guide or by calling the Care-Line at 1-800-662-7030.

What Does Foodstamps Pay For?
Food Stamp benefits may be used to purchase most foods at participating stores. They may not be used to purchase tobacco, pet food, paper products, soap products, or alcoholic beverages.

Applying for Medicaid? the following items may be helpful to have on hand during the interview:
