Medicaid and Managed Care

Families and Children's Medicaid helps with medical bills such as doctor fees, prescription drugs, and hospital charges. The following may be eligible, depending on the amount of monthly income and resources available to the individual/family, and the amount of medical expenses incurred:

  • children through age 20 who live alone, with one or both parents, or with other adults
  • parents caring for children under age 19
  • pregnant women, with or without other children

North Carolina Health Choice assists children under the age of 19 who do not receive Medicaid or have any other health insurance coverage.  Coverage provided is the same as coverage provided for the children of state employees and teachers, plus vision, hearing and dental benefits.

Medicaid for Pregnant Women (MPW) coverage is limited to services or treatment for conditions that affect the pregnancy. Medical verification of pregnancy is required. If a pregnant woman is covered by Medicaid, her newborn child is automatically eligible for Medicaid up to age 1.


 

Baby Love, Medicaid's maternity and child services program, provides formal case management services to eligible women during and after pregnancy and intervention as early in pregnancy as possible to promote healthy pregnancy and positive birth outcomes.

The WIC Program is a special supplemental nutrition program for Women, Infants, and Children (WIC). The program serves to safeguard the health of low-income women, infants, & children up to age 5 who are at nutritional risk by providing nutritious foods to supplement diets, information on healthy eating, and referrals to health care.

The Be Smart program offers free family planning health services to moderate- and low-income men and women in North Carolina who are:

  • women ages 19 through 55
  • men ages 19 through 60

North Carolina residents who are eligible for these services receive:

  • annual family planning exams
  • most types of birth control
  • testing for pregnancy
  • testing for sexually transmitted infections
  • assistance in planning when to have a baby
  • voluntary sterilization

Enrollment for Medicaid Managed Care began in June 1996. Participation in a managed care plan is mandatory for a majority of Medicaid recipients in North Carolina. Managed Care provides access to medical services in a preventive manner with reimbursement on a capitated fee basis. Customers receiving Medicaid are enrolled in Carolina ACCESS I or II.  Carolina ACCESS brings a system of coordinated care to the Medicaid program by linking each eligible recipient with a primary care provider (PCP).
