Mecklenburg County's Program Review initiative is the primary program evaluation resource. The assessment framework is based on a modified version of the PART (Program Assessment Rating Tool) which was developed by the Office of Management of Budget in Washington, DC to evaluate the planning capacity, effectiveness and efficiency of Federal government programs.

The County has adapted the framework to focus on three (3) core areas. These areas are relevance, performance and efficiency. The evaluation process assists Management and the Board of County Commissioners with assessing all of the currently funded strategies, developing strategic recommendations, and evaluating the return on investment/value for each service. Additionally, data from Program Review is utilized by the Board on an annual basis to set priorities and make funding decisions.
In summary, Program Review enables Mecklenburg County to target valuable resources toward services that produce results. Thereby increasing accountability, performance and efficiency and ultimately increasing service value.
