The Office of Strategic Organizational Improvement (SOI) coordinates research and analysis to help the Mecklenburg County government reach its strategic goals.

SOI's Planning and Evaluation service guides the County's measurement-based management system called Managing for Results, or M-4-R.

M-4-R establishes that management decisions and funding choices will be based on quantifiable performance data.
